Hendardi stated that the team could prevent potential issues from\nescalating into wider conflicts. \u201cThe formation of the Preventive Strike\nteam by the Metro Jaya Police can fundamentally be understood as part of\nstrengthening a preemptive policing strategy, an approach oriented\ntowards preventing potential public security and order disturbances from\ndeveloping into criminal acts or broader conflicts,\u201d Hendardi told\nreporters on Tuesday (4\/8\/2026). \u201cIn the modern policing paradigm,\nprevention is one of the main functions of the police, which deserves\nsupport as long as it is carried out professionally and in accordance\nwith the principles of the rule of law.\u201d<\/p>\n
Hendardi explained that the police must be able to build an early\ndetection system and intelligence-based preventive measures. He noted\nthat establishing a prevention-oriented unit could serve as an\ninstrument to increase the public\u2019s sense of security while suppressing\npotential public order disturbances. However, he cautioned that every\npolice action must adhere to the principles of legality,\nproportionality, and respect for human rights. He urged the Metro Jaya\nPolice to ensure the Preventive Strike team operates with clear standard\noperating procedures to prevent disturbances without causing human\nrights violations.<\/p>\n
\u201cThis preventive orientation must not shift into repressive practices\nthat erode citizens\u2019 rights. The term \u2018preventive strike\u2019 must not be\ninterpreted as authority to carry out coercive actions without a clear\nlegal basis, make arbitrary arrests, profile specific groups, or\nrestrict civil liberties based on allegations not supported by\nsufficient preliminary evidence,\u201d he said. Hendardi added that the team\nwould gain public legitimacy if it truly becomes a professional,\nmeasured, and accountable prevention instrument.
