Serui lacks teaching staff<\/p>\n
SERUI, Irian Jaya: At least five private and state-run senior
\nhigh schools in Yapen Waropen regency, Irian Jaya, are short of
\nteaching staff since many teachers have returned to their
\nhometowns outside the province in connection with the increasing
\ndemands for the province's independence.<\/p>\n
N. Samber, chief of the state-run senior high school in the
\ntown, confirmed on Monday that the shortage of teachers was due
\nto the increasing outflow of non-Papuan teachers because of the
\ntense political situation in the province.<\/p>\n
\"Many (senior high) schools here have lost their teaching
\nstaff in mathematics, biology and chemistry,\" he said.<\/p>\n
Meanwhile, N. Tawani, head of an elementary school in Waropen
\nBawah Subdistrict, said the teaching staff crisis was also caused
\nby the lack of serious attention from the local administration to
\ndevelop the education sector in the regency.<\/p>\n
\"Besides, most parents bring their school-age children to the
\nforests to hunt, instead of sending them to school,\" he said.

Medan bus burned in East Aceh<\/p>\n
BANDA ACEH, Aceh: A passenger bus CV Pelangi traveling between
\nMedan and Banda Aceh was set ablaze by unidentified gunmen in
\nEast Aceh on Sunday. No casualties were reported in the incident.<\/p>\n
Maj. Zaenal Mutaqin, spokesman for the military operation in
\nAceh, confirmed the incident and accused the Free Aceh Movement
\n(GAM) of being behind it while Amri Abdul Wahad, field commander
\nof GAM, and Gam spokesman Ishak Daud, were not available for
\ncomment.<\/p>\n
Zaenal said the incident occurred when a number of gunmen
\nhijacked the bus in Pantee Panah, East Aceh, when it was on the
\nway from Medan, North Sumatra, to Banda Aceh.<\/p>\n
All passengers were forced to get out and then the bus was
\ntorched. A number of security personnel are still pursuing the
\ngunmen who escaped to the forest after burning the bus.<\/p>\n
\"The incident is regrettable because the separatist movement
\nhas targeted civilians after failing to confront security
\npersonnel,\" he said.<\/p>\n
He said rebels also shot to death 35-year-old Sulaiman in
\nKuala Simpang in the regency over the weekend and abducted Umar
\nAbdul Rachman from his house in Busu Village, Pidie.<\/p>\n

Tengger people complain to Telkom<\/p>\n
SURABAYA: The Tengger community living on Mount Bromo in
\nProbolinggo, East Java, has complained about the state-owned
\ntelecommunications company PT Telkom's poor service due to the
\ndisconnection of telephone networks in the regency.<\/p>\n
\"We cannot do anything about Telkom's plan to raise the
\ntelephone tariff but prior to it, it should improve its service
\nto the public,\" Antara quoted Seodja'i, an informal leader of the
\nTengger tribe, as saying here on Monday.<\/p>\n
He said the government's plan to raise the telephone and
\nelectricity rates and fuel prices would bring more suffering to
\nall people, including the Tengger tribe.<\/p>\n
\"Prior to the planned rate hike, Telkom, Pertamina and PLN
\nshould first give better service to the public,\" he said.<\/p>\n
He added that the poor public services in the regency had
\ncontributed to the decreasing number of local and foreign

Headless body found in North Barito<\/p>\n
PURUK CAHU, Central Kalimantan: Residents of Malasan Village,
\nNorth Barito, in Central Kalimantan were shocked by the discovery
\nof a headless corpse in a forest area near the village on Sunday.<\/p>\n
Murung Police subprecinct chief Second Insp. Indriyo confirmed
\nthe discovery on Monday and said the male corpse was covered with
\nmachete and spear wounds.<\/p>\n
He said the body which was identified as Tatak was sent to the
\nlocal hospital for an autopsy.<\/p>\n
According to him, Tatak's body was discovered after villagers
\nand his relatives reported that he had gone missing last Friday.<\/p>\n
\"We do not know the motive behind Tatak's murder,\" he said.

Aid for refugees in SE Sulawesi misappropriated<\/p>\n
KENDARI, Southeast Sulawesi: A fact-finding team set up by a
\nnumber of non-governmental organizations in Southeast Sulawesi
\nfound that Rp 5.4 billion of Rp 28 billion in humanitarian aid
\nfor refugees in the province during the period of between October
\nand December 2001 had been misappropriated.<\/p>\n
\"The siphoning off of aid was made possible by the
\nmanipulation of data on the number of refugees and the amount of
\nrice and financial aid distributed to the refugees,\" Arief S.,
\nexecutive coordinator of Lopha Indonesia representing NGOs in the
\ntown, said here on Monday.<\/p>\n
According to the finding, the local social affairs office had
\nmanipulated data on the number of refugees and reported more than
\n210,000 refugees in October 2001 from the previous 188,367.<\/p>\n

\nrefugees arriving in the province during that period.

TEMBILAN, Riau: Indragiri Hilir Police precinct chief Adj. Sr.
\nComr. Edi Kustoro, conceded that the waters off the regency
\nmainland were prone to attacks by pirates.<\/p>\n
He said the police had received reports of a number of
\nincidents of piracy on the waters bordering Kuala Tungkal in
\nJambi and Tanah Merah in Indragiri Hilir and pirates frequently
\nused violence in their operations.<\/p>\n
He said that two fishermen died after being thrown overboard
\nafter a number of pirates plundered two fishing vessels last
\nTuesday.<\/p>\n
He said local police did not have a fast patrol boat to
\ncounter the rife piracy.<\/p>\n
