SERANG CITY \u2013 Following the signing of a cooperation agreement\nbetween Perumdam Tirag Madani and PT Jaya Dinasty Indonesia (JDI)\nregarding bulk water sales, the Serang City Regional Secretary, Nanang\nSaefudin, expressed full support for this progressive step. He noted\nthat this pure Business-to-Business (B2B) partnership demonstrates\nSerang City\u2019s readiness to facilitate incoming investment waves,\nparticularly within the industrial zones of the Kasemen District.<\/p>\n
The local government emphasised that the arrival of investors must be\naccompanied by the readiness of crucial infrastructure. Nanang stated\nthat industrial operational needs in the Kasemen area are projected to\nrequire a clean water supply of up to 60 litres per second. The Serang\nCity Government views this as a strategic opportunity to be facilitated\nby regional-owned enterprises (BUMD) to prevent industries from seeking\nalternative sources that could damage the environment.<\/p>\n
\u201cAs an industrial area, infrastructure\u2014specifically water supply\u2014is\ncrucial for any company. We cannot simply say we are ready to receive\nexternal investment without preparing the necessary facilities. This is\nwhere the local government steps in to facilitate through Perumdam Tirta\nMadani,\u201d Saefudin asserted.<\/p>\n
He further explained that the partnership represents a symbiotic\nrelationship: PT JDI gains certainty in the supply of\nindustrial-standard clean water, while Perumdam Tirta Madani, as a BUMD,\ngains potential profit and asset optimisation, which will contribute to\nthe Regional Original Income (PAD) to fund city development.<\/p>\n
Beyond economic aspects, the policy of supplying water to industry\nvia Perumdam Tirta Madani carries an important ecological mission. It is\nwell known that groundwater quality in parts of Kasemen is suboptimal,\noften described locally as \u2018Anta\u2019 (brackish). By diverting industrial\nneeds to surface water (river water) professionally treated by Perumdam,\nthe local government aims to mitigate two issues: preventing\nenvironmental damage caused by massive groundwater exploitation\u2014which\ncan exacerbate land subsidence\u2014and protecting residents\u2019 consumption by\nensuring local wells are not affected by saltwater intrusion.<\/p>\n
On a macro level, this B2B collaboration is part of a larger strategy\nby the Serang City Government to optimise regional governance,\nparticularly in infrastructure development. Regarding the specific\ndetails of investment value and revenue sharing, the local government\nhas delegated the technical and operational calculations entirely to the\nDirector of Perumdam Tirta Madani to ensure they are handled rigorously\nand accountably.<\/p>\n
The Director of Perumdam Tirta Madani, M. Arif Setiawan, revealed\nthat the company is set to begin the water supply project for the\nindustrial sector immediately. This strategic collaboration is projected\nto gradually increase regional revenue by billions of rupiah. The\ncommercial project is designed to align with industrial construction\nphases and real-time needs. Arif detailed that in the first three\nmonths, Tirta Madani will supply a minimum of 500 cubic metres of water\nper month. At a rate of Rp7,000 per cubic metre, the company targets an\ninitial monthly revenue of approximately Rp35 million. From the fourth\nmonth onwards, supply volumes are expected to rise sharply to around\n2,500 cubic metres per month.<\/p>\n
Looking ahead, the five-year strategic plan aims for a total supply\ncapacity of 60 litres per second. \u201cIf we reach a planned supply of\n10,000 cubic metres per month, we could generate nearly Rp1 billion from\nthese sales. Everything is moving in stages according to industrial\ndemand,\u201d Arif added optimistically.<\/p>\n
Arif Setiawan also addressed concerns regarding water availability\nfor residents, assuring that the operations at the Banten Water\nTreatment Plant (WTP) are more than capable. Currently, the WTP has a\ndesign capacity of 40 L\/s, while the existing demand to cover 2,000\nhousehold connections uses only 10 L\/s. \u201cThe community does not need to\nworry; existing services are fully covered. We still have an idle\ncapacity of approximately 20 L\/s. This surplus will be optimised to\nsupply PT JDI.
