        "content": "<p>Security operation in Aceh 'adjusted'<\/p>\n<p>Muninggar Sri Saraswati, The Jakarta Post, Jakarta<\/p>\n<p>The government lifted on Wednesday the one-year civil emergency<br>\nin tsunami-devastated Aceh through a presidential regulation,<br>\nwhich also spells out the heavy presence of military troops<br>\nthere.<\/p>\n<p>Regulation No. 38\/2005, therefore, provides a legal umbrella<br>\nfor a military offensive to crush the decades-long separatist<br>\nmovement in the natural resource-rich province.<\/p>\n<p>\"There will be an adjustment to the number of military troops<br>\nin Aceh in accordance with developments in the field,\" Cabinet<br>\nSecretary Sudi Silalahi said<\/p>\n<p>The Indonesian Military (TNI) has deployed over 35,000 troops<br>\nin Aceh since martial law was imposed in the province in May<br>\n2003.<\/p>\n<p>Critics have questioned the government's refusal to withdraw<br>\nthe troops despite its decision to lift the civil emergency<br>\nstatus.<\/p>\n<p>According to the regulation, which was signed by President<br>\nSusilo Bambang Yudhoyono earlier in the day, the operation to<br>\nrestore security is part of a five-pronged \"coordinated program\",<br>\nwhich also includes economic recovery. humanitarian relief, law<br>\nenforcement and empowerment of local administrations.<\/p>\n<p>\"We need the coordinated program to help reach the set goals,\"<br>\nSudi said.<\/p>\n<p>The program emulates the integrated operation initiated by the<br>\nprevious government of president Megawati Soekarnoputri when it<br>\nended martial law and imposed a civil emergency exactly one year<br>\nago.<\/p>\n<p>The government started a massive reconstruction program in<br>\nAceh and Nias following the Dec. 26 tsunami. Over 129,000 were<br>\nkilled in the disaster.<\/p>\n<p>Chief security minister Widodo Adi Sucipto has said the<br>\nlifting of the civil emergency was aimed at facilitating the<br>\nreconstruction of the province. The presence of military, he<br>\nsaid, would ensure the reconstruction process worked.<\/p>\n<p>Indonesia is preparing for the fourth round of informal talks<br>\nwith Free Aceh Movement (GAM) separatist group in Helsinki,<br>\nscheduled to start on May 26.<\/p>",
