        "content": "<p>Security needs public support<\/p>\n<p>JAKARTA (JP): National Police Chief Lt. Gen. Dibyo Widodo has<br>\nurged people to intensify their own security systems in their<br>\nsurroundings to help fight crime.<\/p>\n<p>\"It's impossible for the police to be at all places at all<br>\ntimes,\" the three-star general told 20,000 personnel of the<br>\ncivilian security members yesterday.<\/p>\n<p>Dibyo said that with a limited number of personnel and<br>\nequipment, the police have tried their best to safeguard<br>\nresidents and maintain public order wherever possible.<\/p>\n<p>However, \"there are still many housing complexes, offices and<br>\nschools which have yet to be secured adequately by the police\",<br>\nhe said.<\/p>\n<p>Despite the lack of police personnel, \"we have observed and<br>\nlearned of the great potential within communities, both in terms<br>\nof number and spirit, to fight crimes\", Dibyo said at the annual<br>\ngathering of security personnel in the eastern parking lot of<br>\nSenayan sports complex.<\/p>\n<p>Moreover, he said, everyone should increase alertness in face<br>\nof next year's general election.<\/p>\n<p>\"Active participation of the public with all their potential<br>\nis highly needed to maintain peace and order, to make the general<br>\nelection a great success,\" said the former Jakarta police chief.<\/p>\n<p>Today Indonesia has about 150,000 police personnel assigned to<br>\nprotect the total population of approximately 185 million.<\/p>\n<p>The gathering yesterday was attended by neighborhood security<br>\ngroups comprising civilians, retired Armed Forces members, Satpam<br>\n(security guards), Hansip (village guards), members of youth<br>\norganizations and university students trained in security and<br>\nmilitary defense.<\/p>\n<p>In a number of remote area outside the city, such as in Bekasi<br>\nand Tangerang, local communities find it difficult to set up<br>\ntheir own security systems. Poor roads, lighting and lack of<br>\ntelephone lines are among difficulties encountered.<\/p>\n<p>Numerous robberies, rapes and holdups in front of helpless<br>\nvillagers are reported every month in Bekasi and Tangerang.
