M. <br>\nDjali Yusuf said in Lhokseumawe, Aceh, on Thursday that security <br>\nin Aceh had increasingly become conducive, particularly after the <br>\nimposition of Presidential Instruction (Inpres) No.4\/2001 on the <br>\nrestoration of law and order in April last year.<\/p>\n<p>Djali said that the application of the presidential <br>\ninstruction had substantially curtailed violent incidents in the <br>\nprovince, where the special autonomy law was put into effect on <br>\nTuesday.<\/p>\n<p>\"Before the issuance of the presidential instruction, the <br>\nnumber of violent incidents had been proliferating since 1998,\" <br>\nDjali said as quoted by Antara.<\/p>\n<p>Inpres No. 4\/2001, which was issued on April 11, 2001, was <br>\naimed at coordinating the government's approach to restore law <br>\nand order in Aceh.<\/p>\n<p>Djali made the remarks in response to demands, raised by <br>\nSuraiya Kamaruzzaman, the head of the non-governmental <br>\norganization Flower Aceh, for the revocation of the instruction <br>\nfor fear that it merely served as a legal basis for the military <br>\npresence in Aceh.<\/p>\n<p>\"It's a pity to ask for the revocation of the Inpres because <br>\nviolence was rampant long before the issuance of the <br>\ninstruction,\" he said.<\/p>\n<p>Djali admitted that security in Aceh had not returned as <br>\nexpected because of the many cases of violence ranging from <br>\nextortion, kidnapping to murder.<\/p>\n<p>\"The security condition, however, is much better than before <br>\nthe establishment of the military operation command in Aceh, in <br>\nline with the issuance of the Inpres,\" he reiterated.<\/p>\n<p>He said the improvement of security could be seen by the <br>\nrevival of local activities, such as trade, transportation and <br>\nadministration. -- Antara<\/p>\n<p>;ANTARA;<br>\nANPAa..r..<br>\nScene-Aceh-transigrants<br>\nTransmigrants from Aceh <br>\nJP\/8\/SCENE<\/p>\n<p>Transmigrants from Aceh<\/p>\n<p>JAKARTA: At least 83 migrant refugee families from Aceh, <br>\nhaving fled the violence and instability of their troubled <br>\nprovince, have staged a protest at the Ministry of Manpower and <br>\nTransmigration demanding a return to their home towns.<\/p>\n<p>The displaced people claimed that they had been temporarily <br>\naccommodated without any clear hope for a future. They did not <br>\nsay where they have been living.<\/p>\n<p>Thirty of the 83 families were received by Director General of <br>\nPeople Mobility Harry Harryawan, with demands that they be <br>\nresettled in Banten.<\/p>\n<p>Harry promised that officials on his end will negotiate with <br>\nthe Banten administration to accept the migrants over issues <br>\nranging from physical relocation to acceptance on the part of <br>\nlocal people.<\/p>\n<p>\"We don't want to see that their relocation constitutes as <br>\nmoving a problem from one area to the other,\" he said.<\/p>\n<p>Harry added that the transmigrants intending to resettle in <br>\ntheir hometowns will have to submit data on their towns of origin <br>\nand their transmigration locations in Aceh.<\/p>\n<p>The central government will negotiate with the regional <br>\nadministrations from which they came from, he added. -- Antara<\/p>",
