Secure Parking warned over parking system<\/p>\n
JAKARTA (JP): A city parking official said on Tuesday that his
\nagency had sent a letter to private parking operator PT Securindo
\nPackatama warning them against arbitrarily increasing its parking
\nfees.<\/p>\n
"We sent a letter on July 31 urging the company not to
\nincrease their parking fees since it violated a gubernatorial
\ndecree," said City Parking Agency (BP Parkir) deputy head Sukri
\nBey.<\/p>\n
He said his agency, the supervising body of parking operators
\nin the city, found that Secure Parking, run by PT Securindo, had
\nincreased its rate to Rp 1,500 per hour from the official amount
\nof Rp 1,000 per hour.<\/p>\n
He said the company had applied its new rates at Cempaka Mas
\nshopping center in Central Jakarta and Sunter Mall in North
\nJakarta.<\/p>\n
"But Secure Parking then responded with a letter, denying that
\nit had increased its fees," Sukri said.<\/p>\n
He said the company claimed that it still applied the old rate
\nof Rp 1,000 per hour but it was adding 10 percent value-added tax
\n(VAT) and rounding up to Rp 1,500.<\/p>\n
Sukri said the company should not add on the VAT, since the Rp
\n1,000 rate, according to the gubernatorial decree, included tax.<\/p>\n
Even though the company is violating tax regulations, Sukri
\nsaid his office could not punish the company.<\/p>\n
"It's not our jurisdiction, but the City Revenue Office's," he
\nadded.<\/p>\n
Agency program and permit division head Bambang Rachmanto said
\nthe city administration was unlikely to close the parking
\noperator's lots, as it had last year when the company arbitrarily
\nincreased its parking fees.<\/p>\n
At that time, some parking lot owners sued City Governor
\nSutiyoso for closing their lots.<\/p>\n
"We lost the lawsuit, but we are appealing to the Supreme
\nCourt," Bambang said, adding that it was unclear why the
\nadministrative court ruled against the governor.<\/p>\n
Separately, the chairman of City Council Commission D for
\ndevelopment affairs, Sayogo Hendrosubroto, called on PT Securindo
\nto adhere to the bylaw and not make any new moves which would
\ninvoke public upset.<\/p>\n
Sayogo, of the Indonesian Democratic Party of Struggle,
\npointed out that PT Securindo had made large profits in the
\nbusiness. As a support facility in a building, a parking lot
\nshould be free of charge, he said.<\/p>\n
However, he added, since the city administration and public
\nwere accepting, the company was able to run its business.<\/p>\n
Another Commission D member, Ali Imran However, said any
\nincrease of parking fees would be a violation of the bylaw.<\/p>\n
"If a private parking company increases its parking fees,
\ntheir license should be revoked," Ali of the United Development
\nParty said.<\/p>\n
An executive of PT Securindo said last weekend that the
\ncompany had imposed the new parking system at the Mandarin hotel
\nand the Meridien hotel as of July 1.<\/p>\n
He told The Jakarta Post on Tuesday that the company would not
\ncancel the new system despite strong public outcry.<\/p>\n
PT Securindo, he said, had not yet decided whether it would
\nimplement the new system in its other parking lots.<\/p>\n
"It depends on negotiations with the management of the
\nbuildings, but perhaps the new system will not be imposed in
\nother places, not in the near future," the executive requesting
