        "content": "<p>Second long-term<br>\ndevelopment<\/p>\n<p>In the second long-term development plan (PJP II), even in the <br>\nsixth five-year development plan, in which we are in now, <br>\ntransfer of generation will take place naturally, from the 1945 <br>\ngeneration who had freed Indonesia from the colonial yoke, to the <br>\npost-1945 generation. It is our hope that the historical task of <br>\nthe &apos;45 generation would be accomplished in the best possible <br>\nmanner and the transfer of responsibility to the succeeding <br>\ngeneration would take place smoothly.<\/p>\n<p>We have good reasons to be optimistic in this matter because <br>\nthe &apos;45 generation as the decolonizing generation has achieved <br>\none of its ideals i.e. to determine state philosophy Pancasila to <br>\nbe the only principle as the basis for the societal, nation&apos;s and <br>\ncountry&apos;s life.<\/p>\n<p>But, experiences have shown that the continuous economic <br>\ngrowth in the first long-term development plan could not solve <br>\nall the problems. On the other hand, we have even noticed the <br>\nemergence of social gap and inclination of erosion in <br>\nnationalism, patriotism and social solidarity, not mentioning the <br>\nimpact of globalization which hit almost all aspects of life.<\/p>\n<p>-Suara Pembaruan, Jakarta<\/p>\n<p>We have not been entirely successful in overcoming the <br>\nbureaucratic constraints which in turn cause the increase of <br>\nproduction cost. The matter has been worsened by the low <br>\nproductivity as a result of the low quality of the manpower.<\/p>\n<p>Now it is important to ponder over the President&apos;s warning to <br>\nthe effect that the government offices with all their systems <br>\nshould not create new constraints, but should carry out their <br>\nresponsibilities commensurate with their authorities.<\/p>\n<p>Besides, all controlling bodies together with the legislative <br>\ninstitution should make their functions effective if the results <br>\nof the development are to be enjoyed by the succeeding <br>\ngeneration.<\/p>\n<p>-Media Indonesia,  Jakarta<\/p>",
