        "content": "<p>Second chance urged for home businesses<\/p>\n<p>Damar Harsanto, Jakarta<\/p>\n<p>In an effort to regularize the status of private homes that have<br>\nbeen converted into commercial premises, South Jakarta Mayor<br>\nDadang Kafrawi has proposed to Governor Sutiyoso that the land<br>\nuse functions of 27 residential areas in the municipality be<br>\nconverted to business and commercial functions.<\/p>\n<p>&quot;Businesspeople are seeking the conversion of Kebayoran Baru<br>\nfrom a residential area into a business and commercial area. We<br>\nhave submitted a proposal in this regard to the governor,&quot; Dadang<br>\nsaid after a meeting with Governor Sutiyoso and businesspeople<br>\nrunning commercial enterprises from their homes in the upmarket<br>\nPondok Indah residential area in South Jakarta.<\/p>\n<p>Among the 27 areas are Jl. Dharmawangsa, Jl. Wijaya, Jl.<br>\nPanglima Polim and Jl. Wolter Monginsidi.<\/p>\n<p>&quot;The proposal is being discussed by a team comprising<br>\nofficials from the Jakarta Planning Agency and the Jakarta<br>\nConstruction Supervision and Regulation Agency (PPB),&quot; Dadang<br>\nsaid.<\/p>\n<p>Sutiyoso declined to comment. &quot;I have yet to read the<br>\nproposal.&quot;<\/p>\n<p>He reiterated his policy that the use of homes for business<br>\nand commercial purposes needed to be regularized.<\/p>\n<p>&quot;We will not allow residences to be turned into business<br>\npremises, especially when they have not obtained operating<br>\npermits,&quot; he said.<\/p>\n<p>Given that many of the converted homes have actually obtained<br>\noperating permits from different city agencies, Sutiyoso said the<br>\nadministration would investigate on a case-by-case basis<br>\nfollowing complaints lodged by the public.<\/p>\n<p>The administration has prioritized the regularization of<br>\nKebayoran Baru and Pondok Indah in South Jakarta, and Menteng in<br>\nCentral Jakarta, as many people have complained that the<br>\nconverted residences cause traffic congestion and noise in these<br>\nneighborhoods.<\/p>\n<p>Data from the Jakarta Public Order Agency shows that more than<br>\n500 homes have been converted into business and commercial<br>\npremises in the three areas.<\/p>\n<p>City spokesman Muhayat said the administration might allow<br>\nprivate medical practices and playgroups to continue in existence<br>\nas they were relatively less disruptive.<\/p>\n<p>&quot;However, we will ban doctors from converting their homes into<br>\nhealth clinics as these would cause greater nuisances compared to<br>\nprivate practices,&quot; he said.<\/p>\n<p>Pondok Indah Entrepreneurs Association chairwoman Annisa Mirza<br>\nadmitted after the meeting that many of her members had violated<br>\nthe law by converting their homes into business premises.<\/p>\n<p>&quot;In fact, we would really like to have our businesses in<br>\ndesignated locations. However, we cannot simply uproot our<br>\nbusiness operations immediately. We will move to the designated<br>\nlocations step by step,&quot; she said, adding that many employees<br>\nwould be affected should the businesses be forced to shut down<br>\nprecipitously.<\/p>\n<p>The administration plans to take action against businesses<br>\nbeing run from private residences in other parts of the city<br>\nafter completing the task in the three pilot areas.<\/p>",
