Second chance urged for home businesses<\/p>\n

In an effort to regularize the status of private homes that have
\nbeen converted into commercial premises, South Jakarta Mayor
\nDadang Kafrawi has proposed to Governor Sutiyoso that the land
\nuse functions of 27 residential areas in the municipality be
\nconverted to business and commercial functions.<\/p>\n
"Businesspeople are seeking the conversion of Kebayoran Baru
\nfrom a residential area into a business and commercial area. We
\nhave submitted a proposal in this regard to the governor," Dadang
\nsaid after a meeting with Governor Sutiyoso and businesspeople
\nrunning commercial enterprises from their homes in the upmarket
\nPondok Indah residential area in South Jakarta.<\/p>\n
Among the 27 areas are Jl. Dharmawangsa, Jl. Wijaya, Jl.
\nPanglima Polim and Jl. Wolter Monginsidi.<\/p>\n
"The proposal is being discussed by a team comprising
\nofficials from the Jakarta Planning Agency and the Jakarta
\nConstruction Supervision and Regulation Agency (PPB)," Dadang
\nsaid.<\/p>\n
Sutiyoso declined to comment. "I have yet to read the
\nproposal."<\/p>\n
He reiterated his policy that the use of homes for business
\nand commercial purposes needed to be regularized.<\/p>\n
"We will not allow residences to be turned into business
\npremises, especially when they have not obtained operating
\npermits," he said.<\/p>\n
Given that many of the converted homes have actually obtained
\noperating permits from different city agencies, Sutiyoso said the
\nadministration would investigate on a case-by-case basis
\nfollowing complaints lodged by the public.<\/p>\n
The administration has prioritized the regularization of
\nKebayoran Baru and Pondok Indah in South Jakarta, and Menteng in
\nCentral Jakarta, as many people have complained that the
\nconverted residences cause traffic congestion and noise in these
\nneighborhoods.<\/p>\n
Data from the Jakarta Public Order Agency shows that more than
\n500 homes have been converted into business and commercial
\npremises in the three areas.<\/p>\n
City spokesman Muhayat said the administration might allow
\nprivate medical practices and playgroups to continue in existence
\nas they were relatively less disruptive.<\/p>\n
"However, we will ban doctors from converting their homes into
\nhealth clinics as these would cause greater nuisances compared to
\nprivate practices," he said.<\/p>\n
Pondok Indah Entrepreneurs Association chairwoman Annisa Mirza
\nadmitted after the meeting that many of her members had violated
\nthe law by converting their homes into business premises.<\/p>\n
"In fact, we would really like to have our businesses in
\ndesignated locations. However, we cannot simply uproot our
\nbusiness operations immediately. We will move to the designated
\nlocations step by step," she said, adding that many employees
\nwould be affected should the businesses be forced to shut down
\nprecipitously.<\/p>\n
The administration plans to take action against businesses
\nbeing run from private residences in other parts of the city
\nafter completing the task in the three pilot areas.<\/p>",
