        "content": "<p>Bishkek (ANTARA) - The Council of Heads of State of the Shanghai\nCooperation Organization (SCO) on Tuesday (1\/9) adopted a declaration on\nstrengthening multilateral partnerships for nuclear safety and\nsecurity.<\/p>\n<p>In the declaration, SCO member states emphasised that while every\nnation bears full responsibility for its nuclear security, the\nresponsibility for nuclear safety lies with the operators of nuclear\nfacilities and the host nations where such facilities are located.<\/p>\n<p>Member states expressed deep concern over the illegal trafficking of\nnuclear materials and other radioactive substances, threats to nuclear\nfacilities and infrastructure (including cybersecurity), and the risk of\nnuclear terrorism.<\/p>\n<p>In the declaration, they also firmly condemned any attacks or threats\nof attacks against peaceful nuclear facilities, viewing such actions as\nviolations of international law. They called for restraint from such\nactions, which pose a threat to international peace and security.<\/p>\n<p>SCO members assessed the need to take effective measures to prevent\nnuclear and radiological emergencies and to ensure the physical security\nof nuclear materials, other radioactive substances, and related\nfacilities, according to the document.<\/p>\n<p>They also called for the strengthening of domestic control mechanisms\nover nuclear materials and other radioactive substances, the promotion\nof joint education, scientific research, and technological projects, the\nexpansion of cooperation, and the exchange of best practices and\nexperience in the safe operation of nuclear facilities.<\/p>\n<p>Member states also agreed to conduct joint exercises and training\namong their respective competent authorities, strengthen early warning\nsystems, and, if necessary, share technical data, forecasting models,\nand analytical information in real-time, while ensuring the security and\nconfidentiality of sensitive information.<\/p>",
