        "content": "<p>School 'donations' may be capped<\/p>\n<p>JAKARTA: The City Council has said it would propose that<br>\nGovernor Sutiyoso revoke Decree No. 643\/1995 in order to limit<br>\nthe amount of money collected by schools from parents.<\/p>\n<p>\"The Council's Commission E has agreed to recommend the<br>\nrevocation of the gubernatorial decree on the guideline of the<br>\nEducation Implementation Assisting Board (BP3),\" said Audi<br>\nTambunan, secretary of the commission, recently.<\/p>\n<p>He said the revocation proposal was in response to complaints<br>\nby the public that the board raised huge amounts of \"obligatory<br>\ndonations\" from new students.<\/p>\n<p>Similar grievances were also aired during a meeting of the<br>\nCommission E, when the recommendation was agreed.<\/p>\n<p>The proposal also followed the fact that the BP3 in question<br>\nwas already replaced by the School Committee, but the decree,<br>\nwhich is used as a guideline for the committee's operations, is<br>\nstill in force.<\/p>\n<p>Under the decree, the donations collected from new students<br>\nare determined on the basis of agreements between schools and the<br>\nSchool Committee.<\/p>\n<p>It excludes the role of the Jakarta elementary and higher<br>\neducation office in the agreements, prompting schools to collect<br>\ndonations from parents in term of amounts without consulting or<br>\nnegotiating with city officials.<\/p>\n<p>\"There should be a maximum amount that can be raised from<br>\nparents. Related authorities should be put in charge of dealing<br>\nall aspects of the arrangement too,\" another Commission E member<br>\nSyamsidar Siregar said. --Antara<\/p>",
