School 'donations' may be capped<\/p>\n
JAKARTA: The City Council has said it would propose that
\nGovernor Sutiyoso revoke Decree No. 643\/1995 in order to limit
\nthe amount of money collected by schools from parents.<\/p>\n
\"The Council's Commission E has agreed to recommend the
\nrevocation of the gubernatorial decree on the guideline of the
\nEducation Implementation Assisting Board (BP3),\" said Audi
\nTambunan, secretary of the commission, recently.<\/p>\n
He said the revocation proposal was in response to complaints
\nby the public that the board raised huge amounts of \"obligatory
\ndonations\" from new students.<\/p>\n
Similar grievances were also aired during a meeting of the
\nCommission E, when the recommendation was agreed.<\/p>\n
The proposal also followed the fact that the BP3 in question
\nwas already replaced by the School Committee, but the decree,
\nwhich is used as a guideline for the committee's operations, is
\nstill in force.<\/p>\n
Under the decree, the donations collected from new students
\nare determined on the basis of agreements between schools and the
\nSchool Committee.<\/p>\n
It excludes the role of the Jakarta elementary and higher
\neducation office in the agreements, prompting schools to collect
\ndonations from parents in term of amounts without consulting or
\nnegotiating with city officials.<\/p>\n
\"There should be a maximum amount that can be raised from
\nparents. Related authorities should be put in charge of dealing
\nall aspects of the arrangement too,\" another Commission E member
