The Indonesian government is reintroducing restrictions on freight\ntransport operations during the Lebaran exodus and return period in\n2026. This policy is set out in a Joint Ministerial Decision (SKB)\nissued by the Ministry of Transportation, the National Police Traffic\nCorps (Korlantas Polri), and the Ministry of Public Works.<\/p>\n
The regulations are detailed in Joint Ministerial Decision\nNo.\u00a0KP-DRJD 854 of 2026; HK.201\/1\/21\/DJPL\/2026; Kep\/43\/II\/2026; and\n20\/KPTS\/Db\/2026. The document was signed by the Director General of Land\nTransportation Aan Suhanan, the Director General of Sea Transportation\nMuhammad Masyhud, the Director General of Road Infrastructure Roy Rizali\nAnwar, and the Chief of the National Police Traffic Corps Irjen Pol Agus\nSuryonugroho.<\/p>\n
\u201cJust as with last year\u2019s Lebaran transport or the recent year-end\nperiod, a surge in population movement is predicted. To ensure smooth\ntraffic flow and improve road safety, regulations on logistics vehicles\nare necessary,\u201d said Aan in Jakarta on Wednesday (11 February).<\/p>\n
Under these regulations, freight transport restrictions will apply\ncontinuously from 13 March 2026 at 12.00 local time until 29 March 2026\nat 24.00 local time. The policy applies to both toll roads and non-toll\n(arterial) roads across various regions of Indonesia that serve as major\nexodus routes.<\/p>\n
The operational restrictions apply to several types of freight\nvehicles, particularly those with three or more axles. However, goods\ndistribution may still be carried out using two-axle vehicles, except\nfor material transport such as soil, sand, stone, iron, cement, and\nwood.<\/p>\n
The government also grants exemptions for certain freight vehicles\nthat may continue operating even with three or more axles. These include\nvehicles transporting essential commodities such as foodstuffs,\nmedicines, medical equipment, fuel and petroleum products, and\nlivestock.<\/p>\n
However, these vehicles must meet several requirements, including not\nbeing overloaded and not exceeding vehicle dimensions. Additionally,\nvehicles must carry a bill of lading issued by the goods owner, which\nmust contain details of the goods type, delivery destination, and the\nowner\u2019s name and address.<\/p>\n
The freight transport restrictions are applied to several strategic\nroad sections across Indonesia, including both toll roads and arterial\nroads. Affected toll road sections include Jakarta\u2013Cikampek,\nJakarta\u2013Tangerang\u2013Merak, Cikampek\u2013Palimanan, Semarang\u2013Solo\u2013Ngawi, and\nSurabaya\u2013Gempol\u2013Pandaan\u2013Malang. On non-toll roads, restrictions apply to\nvarious major inter-provincial routes such as Jakarta\u2013Cirebon,\nBandung\u2013Nagreg\u2013Tasikmalaya, Solo\u2013Yogyakarta, the Java Pantura route, and\nSumatra cross-island routes.<\/p>\n
The government hopes this policy will help maintain smooth traffic\nflow during the Lebaran exodus and return period.
