        "content": "<p>Scalper-free bus terminal being built<\/p>\n<p>JAKARTA (JP): The new intercity bus terminal in Pulogebang,<br>\nEast Jakarta, planned for completion in 1998, may be the first<br>\nhere without ticket brokers.<\/p>\n<p>Assistant to the City Secretary Prawoto Danoemihardjo said<br>\nthe modern terminal&apos;s design will only allow passengers to enter.<\/p>\n<p>This, he said, will hopefully discourage the possibility of<br>\nbrokers.<\/p>\n<p>&quot;There will be a system in which only passengers can enter the<br>\ndeparture or arrival platforms. There will be no ticket brokers<br>\nin the new terminal,&quot; Prawoto said.<\/p>\n<p>Complaint<\/p>\n<p>The high price of tickets has been a regular complaint during<br>\npeak holiday seasons, as homebound passengers have no choice but<br>\nto pay up to three times the regular price of fares.<\/p>\n<p>The new design of the three-story terminal has caused further<br>\ndelay of the project, scheduled to begin this year.<\/p>\n<p>Prawoto said the deadline for completion of the terminal, to<br>\nbe built by private developer PT Rodial Eron, has not been<br>\nchanged.<\/p>\n<p>Earlier, the developer&apos;s management said construction costs<br>\nhave swollen to Rp 13 billion (US$5.65 million) from Rp 7 billion<br>\nbecause of the five-year delay.<\/p>\n<p>The change is driven by a new rule from the Ministry of<br>\nTransportation, which says that intercity bus terminals must be<br>\nbuilt on plots of land of at least 10 hectares.<\/p>\n<p>Rodial Eron had resisted, referring to its 1989 agreement with<br>\nthe city to build a 7.1-hectare terminal.<\/p>\n<p>Costly<\/p>\n<p>The city promised to appropriate 2.9 hectares, but later found<br>\nit too costly.<\/p>\n<p>The three-story design is the result of a compromised, new<br>\nagreement.<\/p>\n<p>&quot;That&apos;s why the company must make the new design,&quot; Prawoto<br>\nsaid. The planned construction period is 15 months.<\/p>\n<p>The current 3.5-hectare Pulogadung intercity bus terminal is<br>\nconsidered no longer adequate. Massive traffic jams are a daily<br>\noccurrence at the terminal, which accommodates buses from Sumatra<br>\nand Java as well as city buses.<\/p>\n<p>Under the barter agreement, Rodail Eron will be allowed to use<br>\nthe old terminal site for commercial purposes.<\/p>\n<p>The modern design, Prawoto said, will also include various<br>\nfacilities such as cafes and mosques.<\/p>\n<p>Prawoto said the relocation plan should be implemented as soon<br>\nas possible, given the condition of the Pulogadung terminal.<br>\n(yns)<\/p>",
