SBKRI is not mandatory<\/p>\n

Director of governmental affairs of the justice and human
\nrights ministry Hutabarat has said that it is not mandatory for
\nan Indonesian citizen to possess a certificate of proof as a
\ncitizen of the Republic of Indonesia (SBKRI), but that since it
\nis required by some government agencies, the justice and human
\nrights ministry is obliged to issue it.<\/p>\n
As Presidential Decree No. 6\/1996 has abolished this
\ncertificate, Hutabarat should have made sure that all government
\nagencies are informed about this particular presidential decree.<\/p>\n
Hutabarat has also said that as long as a person possesses an
\nIndonesian birth certificate, he or she will be an Indonesian
\ncitizen although he or she does not possess a resident identity
\ncard or SBKRI.<\/p>\n
In practice, unfortunately, some government agencies, such as
\nthe directorate general of immigration of the justice and human
\nrights ministry, require that an Indonesian citizen of Chinese
\norigin possesses the SBKRI when applying for a passport, for
\nexample. We, Indonesian citizens of Chinese origin do not need
\nthe SBKRI, but we are forced to acquire one.<\/p>\n
It would be interesting to know whether the children of
\nHutabarat himself have to produce a SBKRI when applying for a
\npassport.<\/p>\n
