Satpol PP and the Fire Department of Klungkung Regency conducted a
surprise inspection of non-permanent residents, or migrant residents
(duktang), in the Nusa Penida district of Klungkung, Bali. The result
was that joint officers rounded up dozens of migrant residents who had
not reported themselves to the local village authorities.

Head of Satpol PP and Damkar Klungkung, I Dewa Putu Suwarbawa, who
led the screening process, said they combed several points in Kutampi
Kaler Village and Toya Pakeh Village on Monday night, 18 May 2026.

‘Sidak started at 19:00 and continued until 21:00 WITA. From the
marathon identity checks, officers found a total of 45 migrant residents
who had not reported themselves,’ Suwarbawa said when contacted on
Tuesday, 19 May 2026.

He went on to explain that the joint officers targeted three main
locations across the two villages. The first site was in Kutampi Kaler
Village, encompassing the Telaga and Kutampi hamlets. The second site
focused on the residential area of Toya Pakeh Village.

Specifically, in Telaga Hamlet, Kutampi Kaler, 33 people were found
who had not reported themselves. Meanwhile in Kutampi Hamlet, Kutampi
Kaler, 16 people had duly reported and 6 had not.

‘In the Toya Pakeh area, officers again rounded up 6 residents who
had not reported,’ Suwarbawa added.

Subsequently, the identity cards (KTP) of those who had not reported
themselves, or those whose STLD (surat tanda lapor diri) was expired,
were seized by officers. The IDs were handed over to village apparatus
at their village offices for re-registration and the prompt issuance of
a new Surat Laporan Diri.

Suwarbawa emphasised that the population sweep rests on the legal
basis of the Ministry of Home Affairs Regulation (Permendagri) No. 74 of
2022 on the Registration of Non-Permanent Residents. The move aims to
ensure administrative population record-keeping and to map the mobility
of residents who temporarily reside outside their fixed domicile
addresses.

‘In addition to data management, the operation in the Nusa Penida
tourism area likewise aims to avert potential disturbances to public
order and safety, and to prevent criminal acts or identity misuse in
Klungkung,’ he said.
",
