        "content": "<p>The master plan (renduk) for post-disaster recovery in Sumatra,\nprepared by the Ministry of National Development Planning\/National\nDevelopment Planning Agency (PPN\/Bappenas), is now entering the\nfinalisation stage. This strategic document will serve as the primary\nreference for accelerating recovery in affected areas, with a focus on\naddressing priorities that directly impact the community.<\/p>\n<p>In line with this, the Task Force for Accelerating Rehabilitation and\nReconstruction (Satgas PRR) for the Sumatra post-disaster is refining\nthe compilation of priority scales within the renduk, which projects\nSumatra\u2019s post-disaster recovery to take three years or until December\n2028.<\/p>\n<p>Head of Satgas PRR, Muhammad Tito Karnavian, stated that the main\nfocus currently is to sort out the most urgent needs from various\naffected sectors to be addressed early.<\/p>\n<p>\u201cA master plan has been prepared by Bappenas for three years.\nHowever, under the instruction of the Coordinating Minister for Human\nDevelopment and Culture as the head of the steering team, we will review\nthe master plan to identify the important priorities that must be\nimplemented in 2026,\u201d said Tito in his statement on Tuesday\n(7\/4\/2026).<\/p>\n<p>He conveyed this during a press conference following the Coordinating\nMeeting of the Satgas PRR Steering Team at the Complex of the Ministry\nof Coordinating Human Development and Culture, Jakarta, on Monday\n(6\/4).<\/p>\n<p>Tito explained that although several sectors have resumed\nfunctioning, most are still at a functional stage and require permanent\nsolutions. Therefore, the prioritisation is focused on basic community\nneeds that directly affect the recovery of daily life.<\/p>\n<p>\u201cHuntap is the most important priority, as we hope the community does\nnot stay in huntara for too long. Then, main roads and bridges that must\nbe made permanent, as well as mud clearance at several points, are also\nmajor concerns,\u201d he clarified.<\/p>\n<p>According to Tito, this priority-based approach is essential given\nthe extensive and complex scope of damage, ranging from settlements and\ninfrastructure to economic sectors such as agriculture and fisheries.\nThe government estimates the recovery process will last up to three\nyears ahead, so the handling stages must be arranged in a measured\nmanner.<\/p>\n<p>Head of the Satgas PRR Steering Team, Pratikno, stated that the\nmaster plan prepared by Bappenas will become a legal product in the form\nof a Presidential Regulation (Perpres) that serves as a reference for\nbudget use by involved Ministries\/Institutions in post-disaster recovery\nin Aceh, North Sumatra (Sumut), and West Sumatra (Sumbar).<\/p>\n<p>\u201cFor 2026, we agreed on what to prioritise, which will be reviewed by\nthe head of the implementing team (Head of Satgas PRR) together with\nBappenas and related Ministries\/Institutions. Then, it will be allocated\nas soon as possible. Because, once again, speed is very important in\ndisaster response,\u201d he said.<\/p>\n<p>Meanwhile, Deputy for Regional Development at the Ministry of\nPPN\/Bappenas, Medrilzam, stated that the preparation of the master plan\nhas undergone an intensive synchronisation process between regional\nproposals and the work plans of ministries\/institutions.<\/p>\n<p>\u201cIn total, the indicative financing needs reach around Rp120\ntrillion, with Rp100.2 trillion to be implemented by\nministries\/institutions over three years,\u201d he revealed.<\/p>\n<p>For the first year, namely 2026, Bappenas will coordinate with the\nMinistry of Finance to target the acceleration of priority programme\nimplementation with budget needs approaching Rp40 trillion.<\/p>\n<p>For information, the Ministerial Level Coordinating Meeting of the\nSatgas PRR Steering Team was led by Coordinating Minister for Human\nDevelopment and Culture Pratikno and attended by Coordinating Minister\nfor Community Empowerment, Muhaimin Iskandar (Cak Imin), Head of Satgas\nPRR and Minister of Home Affairs Tito Karnavian, Head of BNPB Lieutenant\nGeneral TNI Suharyanto, Minister of Public Works Dody Hanggodo, and\nDeputy for Regional Development at the Ministry of PPN\/Bappenas\nMedrilzam.<\/p>",
