Satellite cities lack planning: Official<\/p>\n
JAKARTA (JP): An official of the National Development Planning
\nBoard (Bappenas) said yesterday that the development of satellite
\ncities in Greater Jakarta, which covers Jakarta, Bogor, Tangerang
\nand Bekasi, lacks good planning.<\/p>\n
Bambang Panudju told participants of a meeting of the 28th
\nEast Asian Regional Organization for Planning and Housing at the
\nMinistry of Public Works that instead of improving the already
\nchaotic traffic problem, the establishment of new satellite
\ncities has further worsened it.<\/p>\n
\"Our planning consultants should increase their capability,
\nboth in their discipline and in management,\" he said.<\/p>\n
Management is badly needed by the consultants because good
\nplanning without good management would be useless to high-cost
\ninfrastructure projects, he added.<\/p>\n
Bambang said that the number of qualified planning consultants
\nhere is still limited.<\/p>\n
\"In comparison to other countries, the number of qualified
\nconsultants here is very small,\" he said.<\/p>\n
That is why many developers tend to employ foreign consultants
\ninstead of local ones, he added.<\/p>\n
Moh. S. Hidayat, an executive of the Association of Indonesian
\nReal Estate Developers underlined the importance of integrating
\nplanning strategy with the main infrastructure development
\nprograms.<\/p>\n
\"As members of the association are increasingly involved in
\nlarge-scale urban development projects, like new towns and
\nsuperblocks, coordination between planning and infrastructure
\nprovision is important. Otherwise, development costs would swell
\nuncontrollably,\" he said.<\/p>\n
The two-day meeting, which was opened yesterday by Hou Jie,
\npresident of the East Asian Regional Organization for Planning
\nand Housing, who is also the Chinese minister for construction,
\nalso discussed integrated urban infrastructure and planning
\nstrategy.<\/p>\n
The meeting was attended by about 200 government officials,
\nprofessionals and business executives from East Asian countries
\nincluding China, India, Indonesia, Japan, Korea, Malaysia,
\nPakistan and Thailand as well as Australia and New Zealand
\nattended the meeting, vice president of the organization,
\nParulian Sidabutar, said.<\/p>\n
Speakers at the meeting also included Lance Leikis from the
\nNew Zealand Institute of Planners, Stephen Hamnett from the
\nUniversity of South Australia, Hong Sung Woong from the
\nConstruction and Economic Research Institute of South Korea,
\nPresident of the International Real Estate Federation Ferry
\nSonneville of Indonesia and Z.X. Weng from the Tongji University
