        "content": "<p>The Samarinda City Government has recorded a notable achievement by\nsecuring the top position in the 2026 Outstanding Regional Government\nAppreciation for the Kalimantan region. The Samarinda City Government\ntopped the rankings in two categories simultaneously: Entrepreneur\nGovernment\/Creative Financing and Inflation Control.<\/p>\n<p>This accomplishment in the two categories was rewarded at the 2026\nOutstanding Regional Government Appreciation event for the Kalimantan\nregion, held in Balikpapan on Tuesday evening, 5 May 2026. This\nappreciation affirms the success of the innovative financing strategies\nand economic control developed under the leadership of Mayor Andi\nHarun.<\/p>\n<p>\u201cFor us, this award is a surprise. We were shocked. We did not expect\nto receive two awards,\u201d said Andi Harun. \u201cWe dedicate this award to the\ncommunity, colleagues, and the entire Samarinda City Government\napparatus because we could not have reached this point without\ncollective effort.\u201d<\/p>\n<p>In implementing creative financing strategies, Mayor Andi Harun\nstated that policies to increase Local Own-Source Revenue (PAD) cannot\nbe applied haphazardly. \u201cWe seek ways and focus on strengthening\ninternal sources, one of which is through Regional Owned Enterprises\n(BUMD),\u201d said Andi Harun after receiving the award along with incentives\nfrom the Ministry of Home Affairs.<\/p>\n<p>Until now, according to him, the structure of the Regional Revenue\nand Expenditure Budget (APBD) in many regions is still dominated by\ntransfer funds from the central government, such as General Allocation\nFunds (DAU), Revenue Sharing Funds (DBH), Specific Allocation Funds\n(DAK), and Fiscal Incentive Funds (DIF). However, the Samarinda City\nGovernment has chosen to strengthen fiscal independence by optimising\ninternal sources, particularly through increasing PAD.<\/p>\n<p>Andi Harun explained that one strategic step taken was the\nrevitalisation of BUMD. Previously, BUMD were often seen as a burden on\nregional finances, but in recent years, comprehensive improvements have\nbeen made, from governance to business orientation. As a result, BUMD\nare now beginning to provide tangible contributions to PAD.<\/p>\n<p>Not only BUMD, the optimisation of Regional Public Service Agencies\n(BLUD) has also become an important pillar in contributing to regional\nrevenue. The surpluses generated by several BLUD are utilised to support\nfinancing in other sectors, thereby creating a multiplier effect for\ndevelopment across various fields. At a broader level, Samarinda has\nalso developed Government Cooperation with Business Entities (KPBU)\nschemes as well as the productive utilisation of regional assets. This\napproach opens up investment opportunities without adding a direct\nburden to the APBD.<\/p>\n<p>Due to securing the top position in two categories, the Samarinda\nCity Government is entitled to a fiscal incentive totalling Rp 6\nbillion. Mayor Andi Harun stated that the funds will be used to finance\nbasic services, particularly in education and health, in line with\nnational priorities. With this award, Mayor Andi Harun hopes that the\nentire apparatus will be even more enthusiastic in implementing the\nestablished programmes. \u201cThis appreciation makes us proud because our\nprogrammes are deemed beneficial to the community,\u201d he said.<\/p>\n<p>Interior Minister Muhammad Tito Karnavian stated that the government\nis committed to providing concrete rewards to performing regions.\nThrough the Ministry of Home Affairs, the government has prepared fiscal\nincentive allocations of up to Rp 1 trillion to encourage regional\ngovernment performance.
