        "content": "<p>Salemba jailbreak a 'case of negligence'<\/p>\n<p>JAKARTA (JP): Five men escaped from Salemba Penitentiary on<br>\nMonday morning by breaking through a wall near their cells.<\/p>\n<p>There has been no indication of collusion between prison<br>\nguards and the escapees. The escape appears to be a case of<br>\nnegligence, Minister of Justice Muladi said yesterday.<\/p>\n<p>Muladi told a news conference at the penitentiary in Central<br>\nJakarta that he had ordered the directorate general of<br>\ncorrectional institutions to look into whether any of the prison<br>\nguards were responsible for the escape.<\/p>\n<p>\"I've set up a special team to investigate this case. I've<br>\nalso asked related officials to thoroughly examine on-duty<br>\nwardens who were in charge at the time of the incident,\" he said.<\/p>\n<p>If proven guilty of negligence, the wardens could receive<br>\nadministration sanctions as stated in Government Regulation<br>\nNo.30\/1996 on the disciplining of state employees, Muladi said.<\/p>\n<p>\"We're doing the best we can to solve this case,\" he said.<\/p>\n<p>He acknowledged that the poor state of Salemba Penitentiary<br>\nplayed a part in the escape of the five prisoners.<\/p>\n<p>\"The penitentiary is full, with 800 detainees, including those<br>\nawaiting court verdicts.<\/p>\n<p>\"I will give orders to transfer some of them to other prisons<br>\nas soon as possible,\" he said, adding that many detainees refused<br>\nto be moved from Salemba because they were afraid of receiving<br>\nrough treatment at other prisons.<\/p>\n<p>The five prisoners escaped from Salemba Penitentiary at about<br>\n3 a.m.<\/p>\n<p>The five men, who were being held on narcotic charges, were<br>\nidentified as Arifin Ibrahim, 26, Sulaiman Amin, 32, Zaini Hasan,<br>\n27, Syarifuddin Nasution, 37, and Parlindungan alias Rudi, 20.<\/p>\n<p>Arifin and Sulaiman later turned themselves in by contacting<br>\nrelatives who took them to prosecutor Rieka Tahalele, who was in<br>\ncharge of their cases.<\/p>\n<p>Arifin and Sulaiman were charged with possession of 17<br>\nkilograms of hashish and were to be taken for trial yesterday.<\/p>\n<p>But when guards went to collect them from their cells for<br>\ntransfer to court, both the suspects were missing. Arifin and<br>\nSulaiman claimed they were forced to join the escape by the other<br>\nthree men, who are still missing and have been declared fugitives<br>\nby the Ministry of Justice.<\/p>\n<p>City police spokesmen Lt. Col. Aritonang said the city police<br>\nwould work with the team from the Ministry of Justice to capture<br>\nthe three fugitives.<\/p>\n<p>\"Currently we're tracking them down. We are coordinating with<br>\nthe Ministry of Justice and hopefully the fugitives are still in<br>\nthe immediate vicinity,\" he said. (edt)<\/p>",
