Sakra Bima to expand despite criticisms<\/p>\n
JAKARTA (JP): PT Sakra Bima Mandala, a private company
\nhandling the administration of payments for vehicle registration
\ndocuments, has not been deterred by recent criticism of its
\nmonopoly of the service.<\/p>\n
It plans to increase its service counters from 53 to 100 in
\nJakarta and has considered expanding its services nationwide.<\/p>\n
\"We hope that we'll have a total of 100 customer service units
\nfrom the current 53 by next year,\" the company's president Bimo
\nPramudyo told reporters here yesterday.<\/p>\n
PT Sakra Bima Mandala, whose chief commissioner is businessman
\nHutama Mandala Putra, also has plans to cooperate with Inkoppol,
\nthe police cooperatives, to expand its businesses throughout the
\ncountry.<\/p>\n
\"The cooperation will make it easy to open the business in all
\nthe 27 provinces,\" Bimo said.<\/p>\n
In the past few days, citizens and city legislators have
\nvoiced their worry that the company will take over the whole
\nvehicle registration process, which is now handled by the police.<\/p>\n
\"The concern is baseless because what we do is to help process
\nthe payment procedure, not the registration process which is
\nunder police authority,\" Bimo said.<\/p>\n
Several legislators have also questioned the legal basis of
\nthe cooperation between the government and the firm because the
\ngovernor has not formally endorsed it.<\/p>\n
According to Bimo, the company has no formal agreement with
\nthe municipality or with the police. \"We only have cooperation
\nwith the banks,\" he said.<\/p>\n
The firm has run the business since late 1993 with city-owned
\nBank DKI. It then expanded its network services late last week
\nwith the signing of a cooperation with another seven private
\nbanks.<\/p>\n
The firm has a total of 53 customer service units at the eight
\nbanks and at their branch offices around the city to help process
\nthe payment of vehicle documents in Jakarta, Tangerang, Bekasi
\nand Depok.<\/p>\n
\"If we have been lousy in running this business, why has the
\npublic dared to expand it?\" Bima asked. \"Since 1993, we have
\nreceived no public complaints about our services.\"<\/p>\n
In return for their service, applicants have to pay about Rp
\n10,000 (US$4.50) for the payment processing of motorcycle
\nregistration documents and about Rp 20,000 for car registration
\ndocuments, depending on the type and model.<\/p>\n
National Police spokesman Brig. Gen. I. Ketut Ratta warned on
\nTuesday that the police would not hesitate to review the
\nexistence of the firm if the company failed to meet the public's
\nexpectations.<\/p>\n
The company executives claim that the primary aim of their
\noperation is to increase the \"comfort\" of vehicle owners
\nattending to registration documents.<\/p>\n
Previously, vehicle owners have had to jostle in small,
\ncrowded rooms at the joint police-city administrative offices,
\none of which is in East Jakarta, while the other is at the city
