        "content": "<p>Special Adviser to the President for Employment and Labour Welfare,\nSaid Iqbal, has proposed that the implementation of the outsourcing\nsystem, or contract workers, be limited to only certain types of jobs.\nThe proposal was conveyed during a meeting with Deputy Minister of\nManpower Afriansyah Noor at the Ministry of Manpower (Kemnaker) in\nJakarta on Thursday (11\/6\/2026).<\/p>\n<p>During the meeting, Said Iqbal, who also serves as President of the\nConfederation of Indonesian Trade Unions (KSPI), requested that Minister\nof Manpower Regulation (Permenaker) Number 7 concerning Contract Workers\nbe revised. According to him, the use of outsourced labour should not be\napplied broadly and needs to be restricted to specific support jobs.<\/p>\n<p>Iqbal stated that the proposal is in line with various statements by\nPresident Prabowo Subianto, who has repeatedly expressed a desire for\nthe outsourcing system to be abolished. However, he acknowledged that\nthere are still some types of jobs where it is possible to continue\nusing contract workers.<\/p>\n<p>\u201cThe President has repeatedly stated that if possible, contract\nworkers should be abolished. If it cannot be abolished, then there are\nseveral types of support jobs that are exempted and may use contract\nworkers,\u201d said Said Iqbal.<\/p>\n<p>In his proposal, Said Iqbal emphasised that outsourcing should only\nbe permitted for jobs that are supportive in nature and not directly\nrelated to the company\u2019s core processes. He listed four types of jobs\nthat are still suitable for using the contract system: security\nofficers, drivers, catering services, and cleaning service staff.<\/p>\n<p>\u201cSeveral types of support jobs that may use contract workers include\nsupport work for security, support work for drivers, support work for\ncatering, and support work for cleaning services,\u201d he explained.\nConsequently, he proposed that the use of outsourced labour outside\nthese four fields should no longer be allowed.<\/p>\n<p>In addition to limiting the types of jobs, Said Iqbal also\nhighlighted the need for certainty regarding the employment status of\noutsourced workers.<\/p>",
