        "content": "<p>Jakarta (ANTARA) - Director General of Regional Administration\nDevelopment at the Ministry of Home Affairs, Safrizal Zakaria Ali,\nemphasised the importance of preparing a mature strategy for the success\nof development in Aceh.<\/p>\n<p>He stated this before delivering seven special instructions from the\nMinister of Home Affairs at the Musrenbang RKPD Aceh for 2027 in Anjong\nMon Mata, Banda Aceh.<\/p>\n<p>Safrizal began his guidance by quoting the military philosophy of Sun\nTzu: \u201cKnow yourself, know your enemy. A thousand battles, a thousand\nvictories.\u201d This quote was used to remind of the importance of a mature\nstrategy in winning development in Aceh.<\/p>\n<p>In a written statement on Friday, he explained that Aceh\u2019s main\n\u201cenemy\u201d at present is inflation reaching 5.31% as of March 2026. This\ncondition is triggered by global geopolitical turmoil that directly\nimpacts rising energy prices and people\u2019s purchasing power in the\nregion.<\/p>\n<p>In addition to inflation, other real challenges are the open\nunemployment rate at 5.64%, and the need for hard work in reducing\nstunting rates at the regency\/city level.<\/p>\n<p>To address these issues, Safrizal offered a successful recipe with\nthe \u201cADA\u201d strategy (availability, distribution, affordability). This\nstrategy was previously proven effective in taking Bangka Belitung from\nthe province with the highest inflation to the lowest nationally when he\nserved as Acting Governor of Bangka Belitung Islands (2023-2024).<\/p>\n<p>On the other hand, he invited the Aceh Government to recognise its\nown potential through the demographic bonus. With a productive age\nreaching 64.16% and an HDI of 76.23, Aceh is considered to have great\ncapital to carry out economic transformation and industrial\ndownstreaming.<\/p>\n<p>In the seven directions from the Minister of Home Affairs that he\nconveyed, Safrizal emphasised that reducing stunting should become the\nMain Performance Indicator (IKU) for Regional Heads. He also encouraged\nstrengthening fiscal independence through tax digitalisation so that\nAceh does not continue to rely on central transfer funds.<\/p>\n<p>Other instructions include accelerating regional spending from the\nbeginning of the year, building disaster-resilient infrastructure, and\naligning regional programmes with the national vision of Asta Cita.<\/p>\n<p>Safrizal also warned Aceh to start preparing alternative financing\nschemes in facing the transition to declining Special Autonomy\nFunds.<\/p>\n<p>This event, held by the Aceh Government through Bappeda Aceh, was\nattended by officials from various sectors. In addition to the central\ngovernment such as the Ministry of Home Affairs, Bappenas, and the House\nof Representatives, local figures such as Aceh\u2019s Secretary M.
