        "content": "<p>Safety procedures often ignored<\/p>\n<p>JAKARTA (JP): High rise building developers tend to ignore<br>\nsafety requirement after they get their permits, an official<br>\nsays.<\/p>\n<p>The head of the city development supervision agency, Hartanto,<br>\nsaid yesterday that the developers tend to change the design and<br>\nthe structure illegally for financial gain.<\/p>\n<p>Change in the design usually also means change in safety<br>\nfeatures, and that was very dangerous, he said.<\/p>\n<p>Last week Pasar Kembang market in Bogor was razed by fire and<br>\na total of 10 people who mostly worked at Ramayana Department<br>\nStore died, according to official figures. The store was located<br>\nat the top floor of the market building.<\/p>\n<p>Hartanto said that changes had apparently made the building<br>\nunsafe. The electrics no longer met the standards required.<\/p>\n<p>&quot;We will take firm action against developers found guilty of<br>\nviolating the permit,&quot; he said.<\/p>\n<p>He denied reports alleging his subordinates had been negligent<br>\nin supervising the public buildings, he said.<\/p>\n<p>Hartanto said his office supervised public buildings which have<br>\nmore than eight story, or buildings with a total of more than<br>\n1,500 sq.m floor.<\/p>\n<p>Architects have blamed the agency for not doing their job<br>\nproperly. Many highrise buildings are not equipped with<br>\nsufficient fire safety protection.<\/p>\n<p>Boy Birawa, a Jakarta-based architect, said that safety<br>\nfactors, including emergency exits, were usually made clear on<br>\nthe drawings submitted by developers or architects when applying<br>\nfor building permits. But the construction of the buildings is a<br>\ndifferent story, as the officials who sign the building permits<br>\ndo not supervise construction.<\/p>\n<p>The authority suspected that the management of the department<br>\nstore failed to provide adequate fire safety features.(yns)<\/p>",
