Safety fund misuse to be investigated<\/p>\n
JAKARTA (JP): Central Jakarta Mayor Andi Subur Abdullah
\nordered his staff on Thursday to examine alleged mismanagement in
\nthe distribution of Rp 764 million of the social safety net fund
\nin the Karanganyar subdistrict of Central Jakarta.<\/p>\n
\"I ordered my staff to meet with officials from the
\ninvestigative team of the National Development Planning Board
\n(Bappenas) to investigate the matter,\" he told The Jakarta Post.<\/p>\n
Of the Rp 764 million received by the subdistrict from
\nBappenas for the 1998\/1999 fiscal year, Rp 536 million was
\nearmarked for infrastructure development, while the remaining Rp
\n228 million was allocated for the poor and unemployed.<\/p>\n
However, a large percentage of the fund, which was distributed
\nby the local resilience board chaired by Sutarmo, did not reach
\nits intended targets.<\/p>\n
Instead of being distributed to the needy, a large portion of
\nthe fund reportedly was swindled by officials in the subdistrict
\noffice who falsified the signatures of the fund's supposed
\nrecipients.<\/p>\n
The Bappenas investigative team uncovered malfeasance in the
\ndistribution of the fund during a visit to the subdistrict on
\nWednesday.<\/p>\n
\"There is sufficient evidence to show the fund was swindled by
\nsubdistrict officials,\" Deddy Supriady Bratakusumah, a member of
\nthe team, said.<\/p>\n
The mayor and the head of Karanganyar subdistrict, Erwanto,
\nwho also is the supervisor of the social safety net fund in the
\narea, said a number of subdistrict staff members were involved in
\nthe transgression.<\/p>\n
The mayor said 70 percent of the fund had been disbursed,
\nwhile the rest would be distributed in May.<\/p>\n
If Sutarmo was involved in the malfeasance, he should resign
\nfrom his post, Subur said.<\/p>\n
\"The police should also be asked to investigate the case,\" he
\nsaid.<\/p>\n
A document obtained by The Jakarta Post on Wednesday showed
\nthat 10 recipients of the social safety net fund in the
\nsubdistrict were subdistrict officials.<\/p>\n
\"Endang Suherman, head of administration affairs at the
\nsubdistrict office, was one of the 10 people who received the
\nfund,\" Baron Saefudin, a local leader, said.<\/p>\n
A fruit vendor in the subdistrict said she applied for the
\nfund but never received the money, adding she needed the money to
