Koreans named suspects in overpass collapse<\/p>\n<p>JAKARTA (JP): The West Jakarta police have named two<br>\nexecutives of the South Korean Hanbo General Contractors as the<br>\nresponsible parties in the recent collapse of the Grogol overpass<br>\nwhich killed three workers and injured 18 others.<\/p>\n<p>The two are Kim Hyun Woo and Lee Byung Woo, the general<br>\nsuperintendent of the company and the construction manager of the<br>\nproject respectively, City Police spokesman Lt. Col. Iman<br>\nHaryatna said yesterday.<\/p>\n<p>&quot;They are believed to be the men most responsible for the<br>\ncollapse of the overpass on March 22. It was because of their<br>\nnegligence that the accident occurred,&quot; he said.<\/p>\n<p>Iman said the police reached their conclusion after repeatedly<br>\ninterrogating Kim and Lee and questioning 22 witnesses, including<br>\ninjured workers, security officers and local executives of the<br>\nproject.<\/p>\n<p>If found guilty, the two will face a maximum prison term of<br>\nfive years as stipulated in article 359 of the Criminal Code,<br>\nIman said.<\/p>\n<p>The two, whose citizenships and ages are still being withheld<br>\nby the police, have not been arrested yet.<\/p>\n<p>&quot;According to our existing law, it is not a must for police to<br>\narrest them and there is no necessity for them to provide bail,&quot;<br>\nIman said.<\/p>\n<p>Passports<\/p>\n<p>The officer said the local police have taken the passports of<br>\nthe two men.<\/p>\n<p>&quot;We guarantee that they won&apos;t be able to escape from this<br>\ncountry and we have asked the Jakarta Police to prohibit them<br>\nfrom leaving the city,&quot; West Jakarta Police Precinct Chief Lt.<br>\nCol. Hari Pribadi told The Jakarta Post yesterday.<\/p>\n<p>The accident on the Grogol loop ramp project, occurred at<br>\naround 8 a.m. on March 22 when a 30-meter, 500-ton section caved<br>\nin and collapsed.<\/p>\n<p>A team from the Ministry of Public Works which was assigned to<br>\ndetermine the cause of the accident has yet to publish its<br>\nfindings.<\/p>\n<p>However, many believe that the workers were assigned by their<br>\nsupervisor to remove the stagers supporting the loop ramp several<br>\ndays before the recommended date.<\/p>\n<p>Officer Hari refused to explain which one the two contractor&apos;s<br>\nexecutives had assigned the workers to remove the stagers.<\/p>\n<p>&quot;All I can say is that these two men are the parties<br>\nresponsible for the project,&quot; he said.<\/p>\n<p>The project&apos;s contractors are Hanbo General Contractors and<br>\nthe Indonesian PT Bumi Karsa, along with other consultants,<br>\nincluding Japan-based PCI &amp; Yec and the Indonesian PT Bandung<br>\nIndustrial Engineering Consultants (BIEC).<\/p>\n<p>A few days after the accident, President Soeharto urged<br>\neveryone to learn from the collapse of the overpass to avoid<br>\nfurther acts of negligence.
