        "content": "<p>Russian-American Heads Trump\u2019s Planned Caucasus Trade Route<\/p>\n<p>Reporter<\/p>\n<p>August 30, 2026 | 09:12 am<\/p>\n<p>TEMPO.CO, Jakarta - Until recently, few people in the South Caucasus\nhad heard of Konstantin Sokolov. Now the 52-year-old Russian-American\nbusinessman is at the center of new investment fund backed by US\nPresident Donald Trump.<\/p>\n<p>In mid-July, Sokolov \u2014 who emigrated from Russia to the US at age 21\nand later founded the investment firm IJS Investments in Chicago \u2014 was\nappointed to head a new investment fund of the US State Department.<\/p>\n<p>The TRIPP+ EnterpriseFund, registered in the US as the Trans-Caspian\nEnterprise Fund and launched with more than $200 million (about \u20ac172.5\nmillion) in capital, is expected to invest in countries across the South\nCaucasus and Central Asia and help finance the large-scale TRIPP\ninfrastructure project, also known as the \u201cTrump Route for International\nPeace and Prosperity.\u201d<\/p>\n<p>The \u201cTrump Route\u201d is a transit corridor that aims to connect\nAzerbaijan with its autonomous exclave of Nakhchivan through Armenian\nterritory. The ambitious infrastructure project is part of a peace deal\nthat Armenia and Azerbaijan signed in August 2025 with US mediation. In\nearly June 2026, Washington and Yerevan signed a framework cooperation\nagreement for the project.<\/p>\n<p>Experts have said construction of the \u201cTrump Route\u201d fits Washington\u2019s\nstrategy of creating a trade corridor between Europe and the region that\nbypasses existing routes through Russia and Iran.<\/p>\n<p>Sokolov buys up Russian assets in Armenia<\/p>\n<p>Long before he was appointed to head TRIPP+, Sokolov had already\nestablished a foothold in Armenia.<\/p>\n<p>In 2024, he acquired Viva Armenia, the country\u2019s largest\ntelecommunications provider. Despite its subsequent partial\nnationalization, Sokolov continued to expand his holdings. Recently, his\ncompanies also bought up the Armenian subsidiary of Russian telecom\ngiant Rostelecom.<\/p>\n<p>An even more significant deal, however, was carried out largely out\nof the public eye: the purchase of the Teghut copper-molybdenum mine.\nThe mine, which holds an estimated 450 million metric tons of ore and\nhas Armenia\u2019s second-largest reserves, had been taken over by Russia\u2019s\nstate-owned VTB Bank after the company accumulated massive debts. VTB is\nnow under Western sanctions. According to Radio Free Europe\/Radio\nLiberty\u2019s Armenian service, the deal was carried out through a\nthird-party company.<\/p>\n<p>\u201cSokolov wanted to avoid a direct deal with the Russian bank,\u201d said\nMkrtich Karapetyan, a Radio Liberty journalist who has been\ninvestigating the flow of foreign capital into Armenia.<\/p>\n<p>Sokolov: Trump supporter, MAGA backer<\/p>\n<p>While Armenia\u2019s government and its supporters have welcomed the\ninflux of Western capital into the country\u2019s infrastructure projects,\nthe opposition has highlighted serious risks.<\/p>\n<p>Mesrop Manukyan, a lawmaker from the opposition Armenia Alliance, is\namong Sokolov\u2019s most vocal critics in parliament. He said it\u2019s alarming\nthat a US investor has been able to acquire major stakes in the finance,\nmining and telecommunications sectors in just a few years.<\/p>\n<p>Manukyan\u2019s faction, which advocates close ties between Armenia and\nRussia, opposes the TRIPP+ project. It views the \u201cTrump Route\u201d as a\ndisguised \u201cextraterritorial corridor\u201d and the \u201cgreatest threat\u201d to\nArmenia\u2019s security.<\/p>\n<p>Despite his extensive investments, Sokolov remains largely unknown to\nthe Armenian public. There are no official photos of him, and he\ngenerally avoids interviews with the local press during business\ntrips.<\/p>\n<p>His most recent visit to the capital, Yerevan, was in early August,\nwhen he met with Prime Minister Nikol Pashinyan and Foreign Minister\nArarat Mirzoyan. He was accompanied by Aryeh Lightstone, senior adviser\nto US special envoy Steve Witkoff.<\/p>\n<p>In Western media, however, Sokolov is known not only for his business\nventures in the US and Switzerland but also for his political\ninvolvement. Sokolov is a major donor to the US Republican Party and a\nTrump supporter. According to The Associated Press, he donated about $11\nmillion to Trump\u2019s MAGA movement over the course of a year.<\/p>\n<p>\u2018Compromise\u2019 between Moscow and Washington?<\/p>\n<p>Benyamin Poghosyan of the Armenian think tank APRI sees two main\nreasons for Sokolov\u2019s appointment to head the fund.<\/p>\n<p>The first is political. Appointing an American with Russian roots\ncould be \u201ca subtle gesture by Washington aimed at easing Moscow\u2019s fierce\ncriticism of the project,\u201d he told DW.<\/p>\n<p>The second, however, is pragmatic. \u201cPerhaps Russia has nothing to do\nwith it at all. Sokolov may simply have been chosen because he has a\ndeep understanding of the business environment in the former Soviet\nUnion \u2014 and because he knows Armenia and how its government works,\u201d said\nPoghosyan.<\/p>\n<p>At the same time, the sheer scale of the investment and the\nfinancier\u2019s Russian roots are fueling speculation in Armenia. Social\nmedia users in the country are debating whether Sokolov, who was born in\nSt.\u00a0Petersburg, could be a secret \u201ccompromise figure\u201d between Moscow and\nWashington. Supporters of the theory point to the ease with which US\ncompanies have acquired formerly Russian assets subject to Western\nsanctions.<\/p>\n<p>Other observers have refuted the idea, noting that Sokolov has\npublicly and sharply criticized the Russian government and its war\nagainst Ukraine. The funds provided by the US State Department, running\nthrough 2036, are seen as flagging Washington\u2019s long-term strategic\nintentions in the region. During his visit to Yerevan, Aryeh Lightstone\ntold Armenian news outlet CivilNet that the more than $200 million in\ninitial funding could be viewed as a starting point for future\ninvestments.<\/p>\n<p>Aram Sargsyan, head of the Republican Party of Armenia and an ally of\nPrime Minister Nikol Pashinyan, also rejects the idea that Sokolov is a\n\u201ccompromise figure\u201d for Moscow.
