Moscow is\nquestioning how the new body will operate alongside the UN Security\nCouncil, which has long served as the primary pillar for maintaining\ninternational peace and security.<\/p>\n<p>\u201cThe Charter of the Board of Peace defines itself as a new\ninternational structure designed to replace \u2018mechanisms that have\nrepeatedly proven ineffective\u2019,\u201d said Kirill Logvinov, Director of the\nDepartment of International Organisations at Russia\u2019s Ministry of\nForeign Affairs, speaking to state news agency TASS on Thursday, 26\nFebruary 2026.<\/p>\n<p>According to Logvinov, the Board of Peace\u2019s mandate does not\nexplicitly mention the Gaza conflict. He assessed that this approach\nraises serious questions about the position of the UN going forward.<\/p>\n<p>\u201cIt is clear that this approach raises questions about how the Board\nof Peace will coexist with the United Nations and its Security Council,\nwhich is the only universally recognised body for maintaining\ninternational peace and security,\u201d he stated.<\/p>\n<p>Russia also highlighted the fact that UN Secretary-General Ant\u00f3nio\nGuterres has not been involved in the Board of Peace meetings.<\/p>\n<p>Trump first proposed the Board of Peace in September while launching\na plan to end the Israeli war in Gaza. Subsequently, Trump stated that\nthe board\u2019s mandate would be expanded to address other global\nconflicts\u2014a role traditionally under UN authority.<\/p>\n<p>In its charter, the Board of Peace states it will perform\n\u201cpeacebuilding functions in accordance with international law\u201d. However,\nTrump, as chairman of the board, is said to have broad executive powers,\nincluding veto rights over decisions and the authority to dismiss\nmembers, albeit with some limitations.<\/p>\n<p>The United States is currently the only permanent member of the UN\nSecurity Council to join the Board of Peace. The other four permanent\nmembers\u2014Russia, China, the United Kingdom, and France\u2014are not\ninvolved.<\/p>\n<p>The UN Security Council has the primary mandate of maintaining\ninternational peace and security.
