        "content": "<p>Rusdihardjo new police chief<\/p>\n<p>JAKARTA (JP): President Abdurrahman Wahid told new<br>\nNational Police chief Lt. Gen. Rusdihardjo on Tuesday to<br>\nconcentrate his force on maintaining security and public order<br>\nand abandoning its military-like intelligence operations.<\/p>\n<p>&quot;Police must handle cases based on investigation results, but<br>\nnot on intelligence activities,&quot; the President said before the<br>\ninduction of the new police chief by Vice President Megawati<br>\nSoekarnoputri at State Palace.<\/p>\n<p>The Vice President swore in Rusdihardjo due to the President&apos;s<br>\nsight problem. Megawati smiled when Rusdihardjo failed to repeat<br>\nhis oath of loyalty to the state. She repeated the sentence<br>\nagain.<\/p>\n<p>This was the President&apos;s third time to install National<br>\nMilitary (TNI) and National Police leaders. Soon after his<br>\nelection in October, he appointed Admiral Widodo to replace Gen.<br>\nWiranto as TNI chief. Last month, he promoted Gen. Tyasno Sudarto<br>\nto succeed Gen. Subagyo Hadisiswoyo as Army chief.<\/p>\n<p>Rusdihardjo, the chief of the National Police Staff and<br>\nLeadership School (Sespim) in Bandung, West Java, replaces Gen.<br>\nRoesmanhadi. Promoted to lieutenant general, Rusdihardjo, 55,<br>\nwill take his new position after the Idul Fitri holidays.<\/p>\n<p>It is not clear yet as to which new position Roesmanhadi will<br>\noccupy in the police. He is still two years away from the<br>\nmandatory retirement age of 55.<\/p>\n<p>National Police spokesman Brig. Gen. Erald Dotulong said on<br>\nTuesday that he received the news from Gen. Roesmanhadi on<br>\nTuesday morning.<\/p>\n<p>&quot;We were all shocked here. Pak Rusdihardjo is, of course, a<br>\ngreat choice, but we all expected either Maj. Gen. Bimantoro, the<br>\noperational affairs assistant to the National Police chief, or<br>\nMaj. Gen. Bibit Rianto, the expert staff member working with the<br>\nNational Police chief,&quot; Erald told The Jakarta Post.<\/p>\n<p>&quot;Gus Dur (Abdurrahman), I guess, wouldn&apos;t be Gus Dur<br>\notherwise.&quot;<\/p>\n<p>Born in Solo, Central Java on July 7, 1945, Rusdihardjo has<br>\nspent most of his police career as a field detective,<br>\nparticularly specializing in the narcotics division.<\/p>\n<p>&quot;He is a real guy in the field ... a great detective,<br>\nparticularly in the field of narcotics,&quot; Erald said.<\/p>\n<p>Like Roesmanhadi, Rusdihardjo is a 1967 graduate of the<br>\nNational Police Academy. Rusdihardjo has had specialized training<br>\noverseas to deal with, among other things, narcotics and<br>\nantiterrorism.<\/p>\n<p>This includes the Narcotics Law Enforcement Training Course in<br>\nBangkok, Thailand, and the Narcotics Prevention of Offenders in<br>\nTokyo, Japan.<\/p>\n<p>He is a graduate of the Advance International Narcotics School<br>\nin Washington, United States. He took Asian studies in Conspiracy<br>\nInvestigations in Manila, the Philippines and the Asian Senior<br>\nPolice Officer course at the Royal Malaysian Police College in<br>\nKuala Lubu, Malaysia.<\/p>\n<p>Rusdihardjo also took a crisis management and antiterrorist<br>\ntraining program in Washington.<\/p>\n<p>Before taking the position of Sespim chief in 1997,<br>\nRusdihardjo was the National Police detectives director beginning<br>\nin 1993.<\/p>\n<p>Gen. (ret) Awaloeddin Djamin, who was the National Police<br>\nchief from 1978 to 1982, said on Tuesday that Rusdihardjo had his<br>\nwork cut out for him, not only as police chief, but also as the<br>\ncommander of over 187,000 police officers nationwide.<\/p>\n<p>&quot;He is a great detective, I know that firsthand. He was in the<br>\ndetectives division when I was still at the National Police. But<br>\nhowever great any police chief might be, he is nothing without<br>\nhis staff, his police officers,&quot; Awaloeddin told reporters at his<br>\nresidence on Jl. Daha III in Kebayoran Lama, South Jakarta.<\/p>\n<p>&quot;The police will be under the command of the President this<br>\nyear. The police must start equipping, by way of education and<br>\nfacilities, police precincts nationwide, since they will be the<br>\noperational command posts,&quot; Awaloeddin said.<\/p>\n<p>Rusdihardjo, he added, was one of the select candidates.<br>\nOthers included Jakarta Police chief Maj. Gen. Noegroho<br>\nDjajoesman, Central Java Police chief Maj. Gen. Nurfaizi, Bibit<br>\nand Bimantoro, who were considered to have the potential to lead<br>\nthe National Police.<\/p>\n<p>&quot;The new chief must be able to maintain good relations with<br>\nthe Army, despite all the pain it caused us by taking away our<br>\ngrants and opportunities to better facilitate our forces.
