        "content": "<p>Indonesian Transport Society (MTI) advisory board member Djoko\nSetijowarno has said the proposed parking tariff of up to Rp60,000 per\nhour is worth testing to curb private vehicle use in Jakarta. According\nto Djoko, parking rates in Jakarta remain far too cheap. Raising tariffs\nmust form part of a strategy to encourage the public to switch to public\ntransport.<\/p>\n<p>\u201cThe wealthy have become too pampered. There is nothing wrong with\nbeing rich, but if they are unwilling to pay for parking, then they\nshould not bring their cars,\u201d Djoko said when contacted by Media\nIndonesia on Wednesday (26\/8).<\/p>\n<p>He assessed that Jakarta\u2019s public transport network is now\nsufficiently developed to support such a policy. Public transport\ncoverage is said to reach 92.5% of Jakarta, including microtrans\nservices in residential areas. Djoko said the parking tariff increase is\na transport demand management strategy.<\/p>\n<p>The government needs to implement a push and pull strategy, namely\nrestricting private vehicle use while simultaneously strengthening\npublic transport. \u201cThe pull factor has been provided through public\ntransport. Pedestrian facilities must also be good because public\ntransport users inevitably walk,\u201d he said.<\/p>\n<p>According to him, parking policy must also involve satellite areas.\nMany residents of Bodetabek work in Jakarta, so controlling vehicles\nwill not be sufficient if only the capital city government acts.<\/p>\n<p>Satellite areas, he said, must provide feeder services from\nresidential neighbourhoods to stations and public transport corridors.\nThe Jakarta provincial government can also direct grants to satellite\nareas to strengthen public transport.<\/p>\n<p>\u201cDo not only ask Jakarta to provide transport while satellite areas\nfail to build feeder services,\u201d he stressed.<\/p>\n<p>Although he supports the tariff increase, Djoko urged that\nimplementation be carried out gradually. The Rp60,000 rate need not be\napplied immediately across all of Jakarta, but could begin in congested\nareas with high vehicle activity. \u201cRp60,000 should be applied at certain\npoints first, not everywhere. This needs to be tried. We must be bold,\nbut gradual,\u201d he said.<\/p>\n<p>Djoko also asked that the controversy over the Rp60,000 figure not\nshift the main objective of the policy. According to him, the government\nmust focus on controlling congestion and encouraging private vehicle\nusers to shift to public transport. \u201cIf policies like this are never\ntried, Jakarta will never solve its congestion problem,\u201d he\nconcluded.<\/p>",
