        "content": "<p>RP, U.S. sign air pact<\/p>\n<p>MANILA (AFP): The Philippines and the United States signed an<br>\naviation agreement yesterday expanding cargo rights to U.S.<br>\ncarriers but deferring the implementation of an \"open skies\"<br>\npolicy.<\/p>\n<p>\"The accord is a partnership in the truest sense because it<br>\nbroadens opportunities for carriers on both sides -- for the<br>\nPhilippines and for the United States -- by increasing the number<br>\nof cargo and passenger flights,\" U.S. Transport Secretary Federico<br>\nPena told a news briefing here.<\/p>\n<p>The signing finalized bilateral agreements agreed in<br>\nWashington in September.<\/p>\n<p>The accord was earlier attacked by critics, among them flag-<br>\ncarrier Philippine Airlines (PAL), which said that the granting<br>\nof extensive cargo rights to more U.S. carriers would aggravate<br>\nlosses already suffered by PAL.<\/p>\n<p>However, Transportation and Communications Secretary Jesus<br>\nGarcia said PAL had won \"more than what it wanted\" since<br>\nWashington had granted a seven-year deferment of the open skies<br>\npolicy for unrestricted U.S. flights in the Philippines while PAL<br>\nhad only asked for six years.<\/p>",
