RP to promote skilled workers overseas<\/p>\n
MANILA (AFP): The Philippines will promote its skilled workers
\noverseas, seeking to place them in high technical positions, as
\none of its priorities in 1995, Foreign Secretary Roberto Romulo
\nsaid over the weekend.<\/p>\n
Romulo also said that the Labor and Foreign Affairs
\nDepartments expected the number of unskilled overseas contract
\nworkers -- such as domestic helpers and bar entertainers -- to go
\ndown.<\/p>\n
\"I think we're one in saying that if we continue to look at
\nthe domestic helpers, unskilled workers and entertainers, there
\nwill continue to be a downward trend and we will encourage it,\"
\nhe said.<\/p>\n
He added that \"where there are opportunities for Filipinos
\nworking abroad, where it is mutually beneficial... for the
\ncountry because we will harness technology, we will try to find
\nvehicles and mechanisms to support that.\"<\/p>\n
Experience gained abroad can then be used for local technical
\ndevelopment.<\/p>\n
Romulo noted that in 1994, his department had been mainly
\nconcerned with helping Filipino workers who were in trouble
\nabroad, such as the 4,500 nationals who had to be repatriated
\nfrom Saudi Arabia for overstaying.<\/p>\n
But \"in 1995, the department of foreign affairs and the labor
\ndepartment will have to find ways to promote and develop their
\nskills,\" he said.<\/p>\n
There are at least 2.45 million Filipino workers registered to
\nwork abroad. However many more are working abroad illegally.<\/p>\n
The Department of Foreign Affairs noted that of the 222,471
\nregistered workers deployed in 1994, about 30 percent belonged to
\nthe unskilled category.<\/p>\n
Overseas workers are one of the Philippines' top three sources
\nof foreign exchange.<\/p>",
