        "content": "<p>RP modernization to spur industry<\/p>\n<p>MANILA (AFP): The modernization of the Philippine military<br>\nwill help spur the build up of local industries through<br>\ncountertrade, co-production and other arrangements, President<br>\nFidel Ramos said yesterday.<\/p>\n<p>Speaking at the anniversary of the defense department, Ramos<br>\nsaid the modernization program would result in creating \"a<br>\ncluster of strategic tools for building up our industries and<br>\ninfrastructure.\"<\/p>\n<p>Under a military modernization bill passed last year, the<br>\nmilitary must make use of countertrade, local manufacturing, co-<br>\nproduction and \"other innovative arrangements\" as part of the<br>\nacquisition of new equipment.<\/p>\n<p>The Philippine military is one of the most primitive in the<br>\nregion and the government is seeking some 50 billion pesos<br>\n(US$1.9 billion) over the next 15 years to modernize it. However,<br>\nthe bills allocating the funds for modernization are still<br>\npending in Congress.<\/p>",
