        "content": "<p>RP lets airline fly again<\/p>\n<p>MANILA (Reuters): The Philippines Air Transportation Office<br>\n(ATO) said yesterday it would allow Cebu Pacific Airways to fly<br>\nagain after one of its aircraft crashed in February in the<br>\ncountry's worst air disaster.<\/p>\n<p>A preliminary ATO report released last week said the crash was<br>\nprobably caused by human error and ruled out mechanical failure,<br>\na criminal act and bad weather as causes.<\/p>\n<p>The ATO said yesterday that although its initial findings on<br>\nthe crash showed Cebu Pacific had not complied with standard<br>\nrecommended practices, the airline had taken remedial action and<br>\nwould be permitted to undertake limited operations with immediate<br>\neffect.<\/p>\n<p>\"... non-compliance was in the general areas of flight<br>\ndispatch and flight operations and procedures, flight crew<br>\nqualification and training, and aircraft worthiness and<br>\nmaintenance systems,\" the ATO said.<\/p>",
