        "content": "<p>The government is beginning to allocate a major investment of Rp 7.2\ntrillion to build an integrated shrimp pond zone in Waingapu, East Nusa\nTenggara (NTT), which is projected to become a new model for\nenvironmentally friendly aquaculture while driving regional economic\ngrowth.<\/p>\n<p>The Ministry of Marine Affairs and Fisheries (KKP) states that the\nproject is located in Palakahembi Village as well as the Watumbaka and\nWatumbangga sub-districts, Pandawai District, which is generally known\nas the Waingapu area.<\/p>\n<p>The Director General of Aquaculture at KKP, Tb. Haeru Rahayu, said\nthat the zone is designed as a pilot for integrated shrimp farming with\nthe best operational standards at every production stage.<\/p>\n<p>\u201cWe are building this zone as a model for integrated, environmentally\nfriendly aquaculture, starting from the water intake process, processing\nin ponds, farming activities, to waste management through a wastewater\ntreatment installation (IPAL),\u201d Haeru stated in Jakarta on Wednesday\n(1\/4\/2026).<\/p>\n<p>He emphasised that this approach is implemented to ensure that\nfarming activities do not cause negative impacts on the surrounding\necosystem.<\/p>\n<p>\u201cThe funding is quite extraordinary, reaching Rp 7.2 trillion,\nconsisting of construction management and main construction needs of\naround Rp 7.1 trillion,\u201d he said.<\/p>\n<p>Haeru explained that the zone has land potential of up to 2,150\nhectares, with plans for a built area of about 1,361 hectares.<\/p>\n<p>The shrimp pond zone will be equipped with various supporting\nfacilities, from intake channels, ponds, farming plots, wastewater\ntreatment installations, to supporting industrial areas.<\/p>\n<p>The central government will handle the zone\u2019s development and human\nresource preparation, while the local government supports with permits,\nland provision, and local community involvement.<\/p>\n<p>\u201cWe want local communities not just to be spectators, but to become\nan important part in supporting the sustainability of this shrimp pond\nzone,\u201d he said.<\/p>\n<p>In addition, KKP is opening opportunities for the private sector to\nget involved, both in upstream and downstream sectors, from seed and\nfeed supply to product processing.<\/p>\n<p>The zone\u2019s development is targeted to take place over two years, with\nsome areas expected to start operating soon.<\/p>\n<p>\u201cWe invite the private sector or private companies to fill in the\nupstream and downstream sectors. For example, in upstream, there will be\na need for hundreds of millions of shrimp seeds, and then feed,\u201d he\nexplained.<\/p>\n<p>\u201cIn downstream, there will be processing and so on. So, both us at\nthe centre, the regional government, and the private sector as investors\nmust form a unified entity that cannot be separated just like that.
