        "content": "<p>Rp 100 billion allocated for rehabilitation program in Aceh<\/p>\n<p>JAKARTA (JP): At least Rp 100 billion has been allocated by<br>\nthe Aceh provincial administration for a rehabilitation program<br>\nduring the humanitarian pause in the strife-torn territory.<\/p>\n<p>Spokesman for the Aceh administration Teuku Pribadi said on<br>\nSaturday that the rehabilitation program would replace<br>\ndevelopment projects funded by the state and provincial budgets.<\/p>\n<p>&quot;We have revised the projects and reallocated funds for the<br>\nmore urgent humanitarian pause,&quot; Teuku told Antara on Saturday.<\/p>\n<p>He said the fund was expected to increase because at least 50<br>\npercent from the provincial budget of Rp 250 billion for this<br>\nfiscal year was to be reallocated to the rehabilitation program.<br>\nApproval from Jakarta is needed, he said, because some of the<br>\nmoney comes from the central government.<\/p>\n<p>The rehabilitation program will cover cultivation of<br>\nfoodstuff, education, health, housing and resettlement.<\/p>\n<p>Pribadi said the programs should start immediately as the<br>\nhumanitarian pause would end in 45 days.<\/p>\n<p>The joint understanding on a three-month humanitarian pause<br>\nwas signed by representatives of the Indonesian government and<br>\nthe Free Aceh Movement (GAM) on May 12. After an evaluation, it<br>\ncould be extended for another three months.<\/p>\n<p>The objectives of the pause include delivery of humanitarian<br>\nassistance to Acehnese affected by the conflict and the provision<br>\nof security modalities to support relief operations and reduce<br>\noverall tension.<\/p>\n<p>Coordinating Minister for People&apos;s Welfare and Poverty<br>\nEradication Basri Hasanuddin requested the United Nation<br>\nDevelopment Program (UNDP) on Friday to organize international<br>\naid for Aceh.<\/p>\n<p>Without unveiling the sum of aid commitment, UNDP<br>\nrepresentative in Indonesia Ravi Rajan told Basri that a number<br>\nof countries wish to help the Acehnese.<\/p>\n<p>Basri and his entourage, along with UNDP project officers,<br>\nwill fly to Aceh on July 14 to hand the aid over to the Acehnese<br>\nto rebuild the province&apos;s infrastructure.<\/p>\n<p>Abduction<\/p>\n<p>Despite the implementation of the humanitarian pause, arrest<br>\nand abduction cases remain rampant.<\/p>\n<p>Some 70 women from the Meurah Mulia district in North Aceh<br>\ntook to the streets in the regency capital of Lhokseumawe on<br>\nFriday to protest what they called the arbitrary arrest of three<br>\nneighbors.<\/p>\n<p>&quot;They&apos;re not (members of) GAM so why arrest them!&quot; Aisyah Amin<br>\ncried in front of the North Aceh Police Headquarters.<\/p>\n<p>M. Daud Jalil, 45, Abdullah Usman, 38, and Muliadi Cut Ali,<br>\n27, were nabbed by patrolling police on Thursday.<\/p>\n<p>Head of the North Aceh Police Supt. Syafei Aksal said the<br>\nthree men were apprehended for running from security officers and<br>\nfor possessing a pair of handcuffs.<\/p>\n<p>Meanwhile in Banda Aceh, 22 people, mostly women, protested at<br>\nthe headquarters of the Joint Committee for the Humanitarian<br>\nPause at the Kuala Tripa Hotel, demanding the whereabouts of<br>\nmissing relatives allegedly kidnapped by disputing parties.<\/p>\n<p>The Indonesian representative in the joint committee, Col.<br>\nSulaiman AB, told the protesters that the committee would help<br>\nfind the missing people.<\/p>\n<p>The Aceh Commission for Missing Persons and Victims of<br>\nViolence (Kontras) and Banda Aceh Legal Aid Institute (LBH)<br>\nannounced 37 people had been abducted since the humanitarian<br>\npause was signed.
