        "content": "<p>Jakarta - Deputy Minister of Investment and Downstreaming\/Deputy Head\nof BKPM Todotua Pasaribu said that Rp 1,500-2,000 trillion in investment\nfailed to materialise in 2024.<\/p>\n<p>\u201cWe found, and our Ministry also records investment realisation each\nyear as inputted by business actors, that the unrealised investment\nfigure in 2024 was around Rp 1,500 trillion and may have reached Rp\n2,000 trillion,\u201d he said during the Public Consultation on the Draft\nRegulation of the Minister of Investment and Downstreaming\/Head of BKPM\nin Jakarta on Thursday (3 July 2025).<\/p>\n<p>According to Todotua, the government will anticipate such issues\ngoing forward. The unrealised investments were linked to the ease of\nlicensing services, which he described as a longstanding problem in the\ncountry.<\/p>\n<p>He also raised concerns about an unconducive investment climate and\noverlapping regulations. This has prompted the Ministry of Investment\nand Downstreaming\/BKPM to undertake bureaucratic reform, including\nstreamlining licensing processes.<\/p>\n<p>\u201cThe licensing, the unconducive investment climate, the various\noverlapping policies and so on \u2014 this must serve as a collective note\nand reflection, and our Ministry of Investment has a very strong desire\nto reform this,\u201d he said.<\/p>\n<p>Beyond easing investment procedures, certainty in business licensing\nwill also be prioritised. Todotua mentioned the government\u2019s plan to\nimplement a fictive positive system. Under this mechanism, business\npermits would be automatically issued if the relevant technical ministry\nfails to process them within the agreed timeframe.<\/p>\n<p>The Ministry of Investment and Downstreaming\/BKPM handles 1,700 types\nof permits involving approximately 17 ministries and government\nagencies.<\/p>\n<p>\u201cThere is a concept called fictive positive, which is aimed at\nproviding certainty. Our Ministry, as I mentioned, handles 1,700 types\nof permits linked to approximately 17 ministries and agencies,\u201d he\nadded.<\/p>\n<p>When asked about the timeline for implementing the fictive positive\nsystem, Todotua only stated that the government would apply it as soon\nas possible. He also touched on the government\u2019s readiness to accelerate\nand boost investment growth figures.<\/p>",
