Rote blamed for poor students<\/p>\n
DENPASAR: About half of all fourth-year elementary school
\nstudents in several provinces cannot write stories, a World Bank
\nconsultant said.<\/p>\n
Antara reported that Stuart Weston was referring Monday to
\nfourth-year students in six provinces under the Primary Education
\nQuality Improvement Project supported by the Bank, but it did not
\nmention the provinces.<\/p>\n
Weston, a former school principal in Britain, blamed the
\ncondition on the widely criticized rote learning system here.<\/p>\n
It was better for the education system to shift orientation to
\nlearning by doing instead of \"learning by learning\", the agency
\nquoted him as saying.<\/p>\n
He said funds for the project so far was used to buy audio
\nvisual equipment, but in the future funds would be used for more
\nuseful items, he said on the sidelines of a seminar on the
\nprogram here.<\/p>\n
\"What they (students) need are ... stationary, books and
\nrulers,\" he said.<\/p>\n
However he said the project had been successful.<\/p>\n
The secretary-general of Elementary and Secondary Education at
\nthe Ministry of Education and Culture, Indra Djati Sidi, also
\nsaid the project had succeeded, but the agency did not
\nelaborate.<\/p>\n
