        "content": "<p>The Jakarta Provincial Government (Pemprov DKI) has introduced a new\ninnovation as one way to address the rubbish problem. The use of modern\nwaste processing technology, such as the Refuse Derived Fuel (RDF)\nplant, has been chosen by Pemprov DKI Jakarta to process the Capital\u2019s\nwaste.<\/p>\n<p>Currently, Pemprov DKI Jakarta through the Environmental Agency (DLH)\nhas operated two RDF plants, namely at the Integrated Waste Management\nSite (TPST) Bantargebang in Bekasi City, and the RDF Plant in Rorotan,\nNorth Jakarta.<\/p>\n<p>Both are equipped with advanced waste processing systems to produce\nRDF or shredded waste fuel that has economic value.<\/p>\n<p>The Rorotan RDF Plant began operations in December 2025. With this\nfacility, gradually up to 2,500 tonnes out of 7,600 tonnes of Jakarta\u2019s\nwaste can be directly processed into RDF according to standards.<\/p>\n<p>To minimise odours and emissions, the Rorotan RDF Plant uses at least\nsix air filtration units as an emission control system in accordance\nwith standards and best practices.<\/p>\n<p>As reported by Kompas.com on Tuesday (3\/2\/2026), with the Rorotan RDF\nPlant operating at full capacity, rubbish delivery from 16 sub-districts\nno longer needs to be sent to TPST Bantargebang as it can be processed\ndirectly here.<\/p>\n<p>This is considered more efficient as it can cut the distance and\ntravel time for rubbish delivery to the Bantargebang landfill by up to\n50 percent.<\/p>\n<p>Seeing the residents\u2019 reactions, the Rorotan RDF Plant managers\nimmediately conducted evaluations, from temporary halts, reducing\ncapacity, to optimising odour elimination technology. These efforts are\nconsidered successful by some residents and demonstrate the government\u2019s\ncommitment to addressing public complaints.<\/p>\n<p>One resident who noticed these efforts is Syahla (20), who lives on\nJalan Sungai Kendal, Rorotan, North Jakarta. The distance from her home\nto the Rorotan RDF Plant is only about a four-minute walk. So it\u2019s no\nsurprise that when there is an odour problem, she feels it strongly.<\/p>\n<p>\u201cWhen it first started operating, the smell was quite pungent. Then,\nif I\u2019m not mistaken, it was temporarily stopped and operated again. This\nsecond time, the smell has started to decrease,\u201d said Syahla to\nKompas.com on Monday (23\/2\/2026).<\/p>\n<p>She added that the smell is not noticeable all day and only at\ncertain times. According to her, the odour from the Rorotan RDF Plant\nhas drastically reduced since December 2025.<\/p>\n<p>\u201cNow (the odour problem) has decreased a lot and I hope it stays like\nthat. Actually, residents understand that this RDF plant is to help\n(process waste) so it doesn\u2019t pile up at temporary collection points\n(TPS), which are also disruptive because of the smell and mess,\u201d\nexplained Syahla.<\/p>\n<p>For that reason, she hopes that the operation of the Rorotan RDF\nPlant can better consider potential environmental impacts.<\/p>\n<p>\u201cThe Rorotan community also needs a better waste processing facility.\nNot just piled up. I hope the RDF Plant can be a suitable solution.\nHopefully, the odour problem can be completely eliminated,\u201d said\nSyahla.<\/p>",
