        "content": "<p>Robberies that were never solved<\/p>\n<p>From Kompas<\/p>\n<p>The Horticulture Research Center of Lembang, under the<br>\nsupervision of the Agriculture Research and Development Center on<br>\nJl. Tangkubanperahu No. 517 in Lembang, Bandung, West Java (now<br>\nknown as the Research Center of Vegetables) has, since 1992, been<br>\nregularly broken into at night. The incidents, like clockwork,<br>\nhave taken place every six months.<\/p>\n<p>The thieves usually went after computers, electronic equipment<br>\nand cash. The police have, for the umpteenth time, registered the<br>\nstolen items, an act that will, undoubtedly, not produce results.<\/p>\n<p>In this year alone, there were two similar break-ins on May<br>\n28. Computers and a sum of Rp 15 million vanished without a<br>\ntrace.<\/p>\n<p>About a month later, a similar incident occurred at the<br>\nSegunung installation office in Cianjur under the same modus<br>\noperandi (the installation office was part of the Lembang<br>\nHorticulture section before).<\/p>\n<p>At the time, the respective office personnel were quite sure<br>\nthat the police would not be able to solve this crime. Their<br>\ndoubts became a certainty on Oct. 20 at midnight, when all the<br>\nsecurity guards were found tied up.<\/p>\n<p>The thieves had a field day when they broke into all the<br>\nrooms, cupboards and the office safe. There were about 11 office<br>\nworkers there at the time.<\/p>\n<p>All of the equipment from the research center, which is<br>\ngovernment property, was loaded into a van parked in the office<br>\npool. The office personnel have grown pessimistic once more about<br>\nthe inability of the police to solve the robbery. Worse still,<br>\nsince the thieves seemed to have prior knowledge about the<br>\ninstitute's assets.<\/p>\n<p>Should the research equipment, which is government property,<br>\nall be stolen before the thieves are found?
