The Indonesian Mining Industry Holding (MIND ID) has ensured that PT\nTimah Tbk can continue its activities in the production, processing,\nrefining, and sale of tin commodities within its mining business permit\n(IUP) area on Belitung Island, even though the company\u2019s 2026 Work Plan\nand Budget (RKAB) quota has been fully realised.<\/p>\n
MIND ID President Director Maroef Sjamsoeddin explained that the\ncontinuation of these operational activities is legally grounded in\nPresidential Regulation (Perpres) Number 79 of 2026 concerning the\nAcceleration of Improvements in Tin Mining Governance in the Bangka\nBelitung Province area. The regulation, which was enacted and\npromulgated on 31 August 2026, specifically governs the acceleration of\ngovernance improvements in the region. One of its provisions regulates\nPT Timah\u2019s activities in the Belitung area while the governance\nimprovement process is underway.<\/p>\n
Maroef explained that the issue originated from an incident involving\nthe burning of PT Timah\u2019s office in Belitung on 7 August 2026. According\nto him, one of the triggers for the incident was social unrest caused by\nthe inability to process payments for mining services from PT Timah to\nthe local community.<\/p>\n
\u201cThis incident was partly triggered by social unrest due to the fact\nthat payments for mining services from PT Timah (Persero) Tbk to the\ncommunity could not be carried out,\u201d Maroef stated during a hearing with\nCommission XII of the Indonesian House of Representatives (DPR RI), as\nreported on Wednesday (16\/9\/2026).<\/p>\n
Maroef noted that these payments could not be processed because PT\nTimah\u2019s RKAB quota in Belitung had been exhausted, while mining service\nactivities were still ongoing. To address this issue, MIND ID and PT\nTimah coordinated with the government, the community, and various\nrelated stakeholders. Consequently, the government issued Presidential\nRegulation 79\/2026 as the legal basis for accelerating the improvement\nof tin mining governance in Bangka Belitung.<\/p>\n
\u201cTo resolve the unrest, MIND ID and PT Timah (Persero) Tbk, together\nwith various elements including the government and the community, have\nseen the government issue Presidential Regulation Number 79 of 2026,\nwhich will serve as the legal basis for PT Timah (Persero) Tbk to\nimplement improvements in tin mining governance in Belitung,\u201d he\nsaid.<\/p>\n
Key provisions within the regulation include the improvement of\ngovernance within PT Timah\u2019s IUP areas, the acceleration of governance\nstrengthening, provisions for purchasing tin commodities from outside PT\nTimah\u2019s IUP areas, and the granting of approval for the production,\nprocessing, refining, and sale of tin above the RKAB quota, specifically\nin the Belitung area during the governance improvement process.<\/p>\n
\u201cThrough these efforts, tin commodity operations will be conducted\nbased on regulations and good governance, ensuring that business\nactivities provide benefits that can be felt more widely,\u201d he added.<\/p>\n
