Rival coalitions disagree on how to end deadlock<\/p>\n

While the two opposing camps in the House of Representatives have
\nopened a line of communication with each other, they are still at
\nloggerheads on how to resolve their weeks-old deadlock.<\/p>\n
The Nationhood Coalition along with the National Awakening
\nParty (PKB) said on Wednesday that they were willing to give up
\nsome commission chairmanship posts, but the rival People's
\nCoalition insisted that the election of current commission
\nleaders violated the House's standing orders and thus must be
\ndeclared invalid.<\/p>\n
Several legislators said the Nationhood Coalition-PKB axis was
\nready to relinquish three commission chairmanship posts and 12
\nposts of deputy chairman for the People's Coalition.<\/p>\n
Gayus Lumbuun of the Indonesian Democratic Party of Struggle
\n(PDI-P) said his faction was intensifying discussions on giving
\nup a commission chairmanship to the rival group.<\/p>\n
\"We will offer rival factions one post of commission chairman
\nand four posts of deputy chairman,\" Gayus told The Jakarta Post
\nhere on Wednesday.<\/p>\n
Aside from PDI-P, the Nationhood Coalition members are Golkar,
\nthe Reform Star Party (PBR) and the Prosperous Peace Party (PDS).
\nThe PKB has thrown its support behind the coalition.<\/p>\n
While welcoming the \"power sharing\", the People's Coalition
\nsaid that the Nationhood Coalition and PKB violated the House's
\nstanding orders and that the violation had to be settled before
\nany meaningful discussion on chairmanship posts could start.<\/p>\n
\"We welcome the call for a reconciliation, but we have to
\nsettle fundamental problems before discussing the power sharing.
\nThere was a violation of the House's standing orders that must be
\nsettled,\" said Arief Mudatsir Mandan of the United Development
\nParty (PPP).<\/p>\n
Beside PPP, the People's Coalition includes the Democratic
\nParty (PD), the National Mandate Party (PAN), the Prosperous
\nJustice Party (PKS) and some small parties grouped under the
\nDemocratic Pioneer Star (BPD) faction.<\/p>\n
The People's Coalition had boycotted plenary meetings in the
\nHouse due to disagreements over election mechanisms for leaders
\nof 11 House commissions and five auxiliary bodies.<\/p>\n
Although the meetings were attended by more than 300 of the
\nHouse's 547 members, the sessions were attended by five factions
\nonly and thus legally invalid.<\/p>\n
According to the House's standing orders, a meeting is valid
\nonly if it is attended by more than half of the House members and
\nmore than half of the House factions.<\/p>\n
The Nationhood Coalition and PKB, however, had agreed to
\nchange the House's rules so that a meeting attended by more than
\nhalf of the House members could be declared valid.<\/p>\n
The conflict between the two blocs has resulted in dualism in
\nthe House, with each holding separate meetings.<\/p>\n
In a bid to resolve the deadlock, President Susilo Bambang
\nYudhoyono made an unscheduled meeting with House leaders on
\nTuesday.<\/p>\n
Deputy House speaker Muhaimin Iskandar of the PKB said on
\nWednesday that House leaders were communicating with leaders of
\nthe opposing factions about possible negotiations.<\/p>\n
\"We have offered a solution to them. We've given the factions
\ntime to think about the solution before sitting together for a
\ntalk,\" he told the press without giving any details.<\/p>\n
Meanwhile, several students from universities in the Greater
\nJakarta urged the legislators on Wednesday to settle their
\nproblems in the next two days or the students would hold large
\ndemonstrations.<\/p>\n
Student activist Ramadoni said he and fellow student activists
\nhad discussions with leaders of the two opposing groups and found
\nthat neither group was willing to budge.<\/p>\n
