        "content": "<p>RI's positive outlook fragile: Consultant<\/p>\n<p>The Jakarta Post, Jakarta<\/p>\n<p>While economic indicators here in the past few weeks have<br>\nshown encouraging signs, a senior consultant warned that unless<br>\nthe government can consistently show a sustained effort in<br>\neconomic restructuring, the positive outlook would be nothing<br>\nmore than temporary.<\/p>\n<p>Political risk consultant James Van Zorge said that while<br>\nforeign investors have been encouraged by the latest<br>\ndevelopments, it remains unlikely that they will consider<br>\nincreasing their exposure in Indonesia.<\/p>\n<p>Even if the positive momentum is sustained, Van Zorge does not<br>\nbelieve a significant rise in investment till 2003.<\/p>\n<p>\"Investment is riven by two factors: sentiment and<br>\nfundamentals. Right now the sentiment has improved, but not the<br>\nfundamentals,\" the senior partner at Van Zorge, Heffernan an<br>\nAssociates said.<\/p>\n<p>In his view under such a situation portfolio investors in<br>\ncurrency and equity markets are likely to be the prime movers,<br>\nbut foreign direct investors will hold back.<\/p>\n<p>\"When the government sends the right positive signals in areas<br>\nsuch as debt management, macroeconomic policy, business policy,<br>\nlegal reform, and governance...foreign investors will (then)<br>\nstart to look for and invest in new business opportunities,\" he<br>\nsaid.<\/p>\n<p>Speaking to reporters here on Tuesday to announce the agenda<br>\nof the Indonesia Next executive conference, Van Zorge underlined<br>\nthe importance of maintaining the current momentum.<\/p>\n<p>\"If the government can maintain its momentum, then by early<br>\nnext year we might see the first signs of any substantial<br>\nincrease in applications for foreign direct foreign investment.\"<\/p>\n<p>The Indonesia Next which will be held here on May 22-23.<br>\nAccording to Van Zorge some 40 national and international<br>\nspeakers will address the meeting.<\/p>\n<p>These include Coordinating Minister for Political and Security<br>\nAffairs Susilo Bambang Yudhoyono, the World Bank's Indonesia<br>\ncountry director Mark Baird and Adam Schwarz of McKinsey &amp; Co.<\/p>",
