Timor<\/p>\n<p>DILI: Bishop Carlos Filipe Ximenes Belo said yesterday he had<br>\nnot seen  any improvement of human rights in the youngest<br>\nprovince despite continuing criticism.<\/p>\n<p>The 1996 Nobel Peace Prize laureate told reporters he had just<br>\ncompleted a tour of the territory and found the young complaining<br>\nabout rampant human rights violations.<\/p>\n<p>&quot;The situation has not changed,&apos; he said.<\/p>\n<p>The bishop pointed out that the government, the Armed Forces,<br>\ncommunity leaders and the public have yet to really apply<br>\nthemselves to improve respect for basic rights in the former<br>\nPortuguese colony.<\/p>\n<p>He called on the youths not to be antagonized by what they<br>\nconsider to be human rights violations.
