Riau Provincial Police Chief Irjen Pol Herry Heryawan has conducted a\nmajor overhaul of the personnel at Panipahan Police Station. Starting\nfrom the station chief to the criminal investigation unit head and\nseveral subordinates suspected of colluding with drug activities have\nbeen removed.<\/p>\n
This was conveyed by Irjen Pol Herry Heryawan during an open dialogue\nwith the community in Panipahan, Pasir Limau Kapas Subdistrict, Rokan\nHilir Regency (Rohil), on Thursday (16\/4\/2026). The Police Chief stated\nthat a total of 28 personnel from Panipahan Police Station, from the\nstation chief, criminal investigation unit head to members, suspected of\nbeing involved in drugs, have been removed.<\/p>\n
\u201cPolice apparatus at the station, the chief has been replaced, all\npersonnel involved we have replaced,\u201d said Irjen Herry, greeted with\napplause from the residents.<\/p>\n
This firm step was taken by the Riau Police Chief as a form of\ncorrection and comprehensive evaluation in responding to the public\nsecurity and order situation (kamtibmas). As a demonstration of\nseriousness in reforming the internal structure, all new personnel were\nimmediately subjected to urine tests on their first day of duty at\nPanipahan Police Station.<\/p>\n
\u201cBefore starting work this morning, everyone was tested for urine and\nalhamdulillah, all results were negative,\u201d he said.<\/p>\n
\u201cDo you agree? Is it okay for police to be here?\u201d asked Irjen Herry\nHeryawan, immediately answered \u2018yes\u2019 by the residents.<\/p>\n
\u201cOr should I withdraw them all?\u201d he asked again.<\/p>\n
\u201cDon\u2019t\u2026 we still need police,\u201d the residents replied.<\/p>\n
The Police Chief understands the community\u2019s concerns regarding drug\ncirculation. According to him, this occurs due to a lack of\ncommunication between the community and the apparatus and\ngovernment.<\/p>\n
Therefore, he asked the community to synergise and collaborate in\nefforts to combat drugs. With this open communication space, the Police\nChief hopes the community will no longer engage in anarchic actions. He\nasked the community to entrust law enforcement to the authorised\napparatus.<\/p>\n
\u201cSo, what we must do is cooperate, work together. Now there is a new\nstation chief, please report, if not, report through my WhatsApp number,\nagreed?\u201d said the Police Chief, greeted with agreement from the\nresidents.<\/p>\n
Riau Police Chief Apologises<\/p>\n
On that occasion, Irjen Herry Heryawan also conveyed an open apology\nfor the incident that occurred in Panipahan some time ago.<\/p>\n
\u201cPersonally and as Riau Police Chief, I convey my deepest apologies\nto all Panipahan residents. We also express our deep concern over the\nincident that occurred some time ago,\u201d said Irjen Herry.<\/p>\n
According to him, the incident serves as serious evaluation material\nfor the National Police institution, particularly in responding to\npublic expectations regarding drug handling.<\/p>\n
\u201cWe realise that what happened is inseparable from public\ndissatisfaction. This becomes an evaluation for us that there are still\nshortcomings in the implementation of duties in the field,\u201d he\ncontinued.<\/p>\n
He also emphasised that the Panipahan incident must be interpreted as\na momentum for change, as well as a stern warning together in efforts to\neradicate drugs.<\/p>\n
