        "content": "<p>RI introduces human resource development draft<\/p>\n<p>By Meidyatama Suryodiningrat<\/p>\n<p>YOGYAKARTA (JP): Indonesia introduced yesterday a draft<br>\ndeclaration on human resource development for the Asia-Pacific<br>\nEconomic Cooperation (APEC), which will be proposed to the<br>\nforum's ministerial meeting in Jakarta in November.<\/p>\n<p>The declaration, submitted at the opening of the third APEC<br>\nSenior Officials Meeting (SOM) here, is aimed at promoting human<br>\nresource development as a vital contribution to enhancing trade<br>\nand investment for economic growth in the region.<\/p>\n<p>\"In the declaration we shall introduce the basic ideas for<br>\ncooperation in this field,\" the SOM chairman, Wisber Loeis, said<br>\nprior to opening the three-day meeting.<\/p>\n<p>The Third SOM is a series of four meetings designed to prepare<br>\nproposals to be discussed at the APEC Ministerial Meeting.<\/p>\n<p>APEC groups Canada, the United States, Mexico, Japan, China,<br>\nSouth Korea, Taiwan, Hong Kong, Australia, New Zealand, Papua New<br>\nGuinea and members of the Association of Southeast Asian Nations<br>\n(ASEAN) -- Thailand, Malaysia, Singapore, Brunei, the Philippines<br>\nand Indonesia, which currently presides over the forum.<\/p>\n<p>\"Compared to the previous SOMs and the one we shall have later<br>\non, the third SOM is the most important,\" remarked Wisber, who is<br>\nalso the director general of foreign economic relations at the<br>\nMinistry of Foreign Affairs.<\/p>\n<p>According to Wisber, the current meeting will deal with<br>\nseveral substantial issues.<\/p>\n<p>\"We shall be preparing the agenda for the ministerial<br>\nmeeting,\" he said, adding that the meetings will also begin<br>\npreparing a joint ministerial statement.<\/p>\n<p>Though yet to be fully discussed, the draft declaration for<br>\nhuman resource development is expected to be approved by the SOM<br>\nat the end of their meeting tomorrow and forwarded to the APEC<br>\nministers in their November meeting.<\/p>\n<p>Considered among the most central points of human resource<br>\ndevelopment is the enhancement of the quality of managers and<br>\ntrainers in crucial economic sectors such as training in small<br>\nand medium scale enterprises.<\/p>\n<p>Also important is the reduction of unemployment through the<br>\nlessening of skill deficiencies by creating programs for<br>\napplication at all stages of a person's work life.<\/p>\n<p>Wisber said that due to time constraints, a preliminary<br>\ndiscussion on the declaration took place yesterday. The SOM will<br>\ncontinue deliberating the draft declaration today.<\/p>\n<p>Consensus<\/p>\n<p>The end of the first day's proceedings ended in high spirits<br>\nfor many here yesterday as delegates were finally able to achieve<br>\na consensus on the transformation of the ad-hoc group on Economic<br>\nTrends and Issues into a committee.<\/p>\n<p>Bali<\/p>\n<p>The proposal had actually been introduced during the Second<br>\nSOM in Nusa Dua, Bali, but failed to overcome severe objections<br>\nfrom several delegates.<\/p>\n<p>The news of the consensus came as a surprise to many outside<br>\nthe meeting hall since it was widely known that Malaysia was<br>\nopposed to the idea in the Committee and Working Group meetings<br>\npreceding the SOM.<\/p>\n<p>In defense of their objections, Malaysia's delegates said at<br>\nthe time that they feared the establishment of the ad-hoc working<br>\ngroup into a committee would merely duplicate work that could be<br>\ndone by other established committees.<\/p>\n<p>Wisber would not reveal much, saying that the matter was<br>\nresolved after a comprehensive clarification of the function of<br>\nthe new committee.<\/p>\n<p>Among other points discussed yesterday were cooperation in the<br>\nimprovement of commercial and public infrastructure and the<br>\nreport of the Committee on Trade and Investment (CTI).<\/p>\n<p>The SOM will continue discussions today with the report from<br>\nthe Asia Pacific Business Network (APB-Net) and participation of<br>\nthe business sector.<\/p>",
