        "content": "<p>RI democratic consolidation<\/p>\n<p>From Bisnis Indonesia<\/p>\n<p>The deepening and expansion of democracy, or democratic<br>\nconsolidation, needs behavioral and institutional changes that<br>\nreflect socioeconomic demands and democratic values in society.<\/p>\n<p>Studies of democratization have mentioned several factors<br>\ncontributing to such consolidation: the quality of civil society,<br>\nthe levels of consensus and nonconsensus among elite circles, the<br>\nbureaucracy&apos;s capacity and effectiveness, and the rule of law.<\/p>\n<p>In phases, Indonesia is introducing changes in political<br>\ninstitutions to make the political system more representative and<br>\nresponsive to public aspirations. Besides direct presidential and<br>\nregional-chief elections, new bodies have been set up, such as<br>\nthe Constitutional Court and the Regional Representatives Council<br>\n(DPD).<\/p>\n<p>The DPD is ideally expected to channel regional aspirations<br>\nand interests in national policymaking. Along with the House of<br>\nRepresentatives, the DPD can hopefully strengthen political<br>\nrepresentation at the national level.<\/p>\n<p>However, the DPD&apos;s role is seen by observers as less effective<br>\nbecause it lacks the House&apos;s authority, so that it only supports<br>\nHouse decisions. The issue and debate over the fuel price<br>\nincrease recently is one example of this deficient role.<\/p>\n<p>Meanwhile, to the general public, political institutions and<br>\ntheir performance are not only judged by the sufficiency of their<br>\nauthority, but also by the extent these political bodies process<br>\nand decide on issues in society while achieving concrete<br>\ndevelopment gains.<\/p>\n<p>BINNY B.
