Jakarta, CNBC Indonesia - The Indonesian National Police (Polri) has\ndesignated 330 suspects in cases of misuse of subsidised fuel (BBM) and\nLPG. This case has resulted in state losses amounting to Rp 243.6\nbillion during the operation period from 7 to 20 April 2026 across\nIndonesia.<\/p>\n
This was revealed at a press conference by the National Police\nCriminal Investigation Agency (Bareskrim Polri) on the disclosure of\ncriminal acts in the misuse of subsidised BBM and LPG, held at the\nBareskrim Polri office in Jakarta on Tuesday (21\/4\/2026).<\/p>\n
The Director of Specific Crimes (Dirtipiter) of Bareskrim Polri,\nMohammad Irhamni, disclosed the modus operandi employed by several\nperpetrators in the diversion of subsidised BBM and LPG.<\/p>\n
\u201cIt\u2019s still the same as before: the purchase of subsidised diesel is\ndone repeatedly at several petrol stations,\u201d said Irhamni.<\/p>\n
First, subsidised diesel is collected and stockpiled at bases and\nthen distributed to industries in the surrounding areas.<\/p>\n
\u201cAs is common in Jakarta, it\u2019s called \u2018helikopter\u2019; in Sumatra or\nBangka Belitung regions, it\u2019s called \u2018ngoret\u2019,\u201d he explained.<\/p>\n
Second, individuals purchase subsidised BBM using trucks modified\nwith large storage tanks, then stockpile and sell it at non-subsidised\nprices.<\/p>\n
Irhamni explained that they buy subsidised BBM using fake licence\nplates to avoid oversight by Pertamina. They then use different barcode\npurchase methods for subsidised BBM.<\/p>\n
Third, collaboration with rogue petrol station staff to obtain excess\nquotas. According to Irhamni, investigations are currently delving into\nthe involvement of officials or civil servants in this case.<\/p>\n
\u201cAs mentioned by the Deputy Head of Bareskrim earlier, if we find\nofficials or related parties or civil servants involved, the\nleadership\u2019s directive to us investigators is to enforce the law with\ncorruption offences, in the hope of creating a deterrent effect and\ntracing the perpetrators to enjoy it,\u201d he said.<\/p>\n
Regarding the modus operandi of subsidised LPG misuse, it involves\ntransferring the contents of subsidised LPG cylinders to non-subsidised\nones. Thus, transferring the contents of 3 kg LPG cylinders into 12-50\nkg cylinders.<\/p>\n
\u201cThis is rampant in the areas surrounding Jakarta, making their\ndistribution very easy to industrial areas or restaurant and hotel areas\naround Jakarta,\u201d he explained.<\/p>\n
Irhamni also emphasised that the disclosures by Bareskrim and\nprovincial police units will continue. The targets are not only field\nperpetrators but also tracing organised illegal distribution\nnetworks.<\/p>\n
\u201cWe want to ensure that the subsidies provided by the state are truly\nenjoyed by those who are entitled. The perpetrators will be charged\nunder the Oil and Gas Law as well as the Anti-Money Laundering Law,\u201d he\nstated.<\/p>\n
Furthermore, according to him, this criminal activity also stems from\nthe price disparity of subsidised BBM and LPG in the field. He gave an\nexample that the price of non-subsidised BBM in the field is\napproximately Rp 31,000 per litre, while the subsidised price is Rp\n6,800.<\/p>\n
