        "content": "<p>JAKARTA - The term \u201cdevil\u2019s money\u201d surfaced during the trial of an\nalleged extortion and gratification case related to the processing of\nOccupational Safety and Health (K3) certificates within the Ministry of\nManpower (Kemenaker) from 2021 to 2025.<\/p>\n<p>The term was revealed when witness Vera Lutfia, Director of PT Upaya\nKarya Sejahtera, responded to questions from the Public Prosecutor (JPU)\nbefore the panel of judges in a hearing held on Monday (6\/4\/2026).<\/p>\n<p>The prosecutor initially delved into evidence of cash and transfer\ntransactions allegedly linked to extortion practices in the K3\ncertification process at Kemenaker.<\/p>\n<p>According to Vera, the term \u201cdevil\u2019s money\u201d was written in the\ncompany\u2019s internal notes related to expense funds.<\/p>\n<p>The prosecutor then confirmed the meaning of the term and verified\nthe writing.<\/p>\n<p>\u201cIt can (be read), it\u2019s written \u2018devil\u2019s money\u2019. Actually, we\nobject,\u201d Vera stated.<\/p>\n<p>The hearing also uncovered several payments made either in cash or\nvia transfer, according to the defendant\u2019s demands.<\/p>\n<p>Previously, in this case, Noel along with several Kemenaker officials\nwas charged with receiving around Rp6.5 billion from alleged extortion\ntargeting applicants for K3 certificates and licences.<\/p>\n<p>The defendants are Noel, together with Fahrurozi, Hery Sutanto,\nSubhan, Gerry Aditya Herwanto Putra, Irvian Bobby Mahendro, Sekarsari\nKartika Putri, Anitasari Kusumawati, Supriadi, Miki Mahfud, and\nTemurila.<\/p>\n<p>The prosecutor explained that the extortion practices were alleged to\nhave occurred since 2021, using the method of inflating the costs of\nissuing K3 certificates.<\/p>\n<p>The indictment also mentioned that Hery Sutanto instructed his\nsubordinates to continue the \u201ctradition\u201d of appreciation or\nnon-technical fees (under the table) within the Directorate General of\nOccupational Safety and Health Supervision (Ditjen Binwasnaker K3).<\/p>\n<p>This tradition involved levies related to the issuance and renewal of\nK3 certifications and licences at Kemenaker through PJK3 experts,\namounting to Rp300,000 to Rp500,000 per certificate.<\/p>\n<p>The prosecutor also stated that Noel was alleged to have received\nRp3,365,000,000 as well as one Ducati Scrambler motorcycle with licence\nplate B 4225 SUQ from Kemenaker civil servants and other private parties\nin this case.<\/p>\n<p>This receipt was not reported to the Corruption Eradication\nCommission (KPK) within 30 days as required by the Corruption\nEradication Law.<\/p>\n<p>For his actions, Noel is charged with violating Article 12 letter e\nin conjunction with Article 18 of the Corruption Eradication Law in\nconjunction with Article 20 letter c of the Criminal Code.<\/p>",
