I agree with Laica Marzuki, a constitutional law expert of
\nHasanuddin University, who said the government should review the
\npension of members of the House of People's Representatives (DPR)
\nbecause it is much higher than the pension received by civil
\nservants (civilian and military) with decades of service.<\/p>\n
Take my case, for example. I retired in 1992 after dedicating
\nmyself to the civil service for 37 years, but my monthly pension
\nonly amounts to Rp 515,000.<\/p>\n
By comparison, the monthly pension received by a member of the
\nDPR with a five-year tenure is an average of Rp 2.5 million. This
\nis injustice indeed.<\/p>\n
There will be greater injustice still considering that former
\nmembers of the DPR will receive life-long pensions, irrespective
\nof their age when they retire from the House. If a legislator
\nretires at the age of 40 and lives to the age of 80, he will
\nreceive a pension for four decades. In the case of civil
\nservants, it is stipulated that they retire at the age of 56.<\/p>\n
So, obviously the payment of pensions to former members of the
\nHouse not only shows injustice but also inflicts losses to the
\nstate. Does the government wish to continue pampering House
\nmembers?<\/p>\n
For the sake of justice, allow me to propose that the
\ngovernment immediately issue a government regulation which
\nregulates and reviews House members' pensions. It must be borne
\nin mind that they do not deserve special treatment and should not
\nenjoy much higher appreciation than retired civil servants who
\nhave dedicated themselves to the civil service for decades.<\/p>\n
Pensions extended to retired House members must be linked with
\nthe period of their tenure as House members and with their age
\nwhen they retire from the House. It may be better, perhaps, if
\nHouse members completing their service at the House are given
\nseverance pay of a sort rather than pensions.<\/p>\n
Another thing of significance is that the salaries and
\npensions of civil servants (civilian and military) must be raised
\nby at least 50 percent in the 1999\/2000 fiscal year. An increase
\nof 20 percent means little indeed, just like a single drop of
\nwater in a desert.<\/p>\n
