        "content": "<p>Retailers urge government to simplify licensing<\/p>\n<p>JAKARTA (JP): The Indonesian Retailers Association called on<br>\nthe government yesterday to simplify licensing procedures for<br>\nretailers.<\/p>\n<p>Association secretary general Suryadharma Ali said the<br>\ngovernment must revamp its long and complicated retail licensing<br>\nprocedures.<\/p>\n<p>Speaking at a hearing with House Commission VI, Suryadharma<br>\nsaid retail licensing should be handled by one government agency<br>\nthrough a one-stop service.<\/p>\n<p>He said retailers had to get more than a dozen licenses before<br>\nthey could operate, including so-called principle licenses from<br>\ngovernors and operational licenses from governors and the<br>\nMinistry of Industry and Trade.<\/p>\n<p>Retailers should obtain additional licenses for specific<br>\nproducts from other government agencies such as a butchers<br>\nlicense from the husbandry supervisory office; a fish shop<br>\nlicense from the fishery supervisory office; and an alcohol<br>\nlicense from the customs and excise office, provincial tax<br>\noffice, police and health office.<\/p>\n<p>The licenses cost retailers much time and money, he said<br>\nadding that the association was investigating the costs.<\/p>\n<p>\"The licensing procedure is different from one area to<br>\nanother,\" Suryadharma said.<\/p>\n<p>The association asked the government to simplify licensing<br>\nprocedures into a one-stop service, which could be stipulated in<br>\nthe trade bill which is being drafted by the government.<\/p>\n<p>The association regretted that many wholesalers were acting as<br>\nretailers, and hoped the future law would forbid it, Suryadharma<br>\nsaid.<\/p>\n<p>The association hoped the future trade law would more clearly<br>\nregulate franchising.<\/p>\n<p>Existing investment regulations forbid foreign franchisers<br>\nbuying into their local partners' businesses but allow them to<br>\ngive technical assistance to their franchisees.<\/p>\n<p>The association considered the regulations were too weak to<br>\nprevent franchisers from investing in their franchisees because<br>\nthe regulations did not clearly identify an agency to supervise<br>\nretailers, Suryadharma said.
